Özet

XIX. yüzyılda yaşanan hızlı sanayileşme, dönemin modern teknikbilgilerine sahip eleman teminini zorunlu hale getirmiştir. Bu doğrultudaOsmanlı Devleti'nde geleneksel olarak usta-çırak yönteminden gelen teknikpersonel, donanım olarak yetersiz kaldığından yeni çareler aranmayabaşlanmıştır. Midhat Paşa'nın Niş Valiliği'ne atanması ile hayatageçirilen ıslahhane projesi, temelde savaşlar ve göçler nedeniyle öksüzkalmış çocuklara meslek edindirmeyi amaçlamıştır. Elde edilen başarıüzerine proje imparatorluk geneline yayılmış ve ıslahhanelerden sanayimekteplerine doğru bir dönüşüm gerçekleşmiştir. Önce İstanbul'da vedaha sonra aralarında Ankara'nın da bulunduğu birçok vilayette kurulansanayi mektepleri, teknik personelin yetiştirilmesine hizmet etmiştir.1876'dan itibaren Ankara Sanayi Mektebi adıyla faaliyet gösterenmektep, Sultan Abdülhamid'in yirmi beşinci cülusu münasebetiylecanlandırılmaya çalışılmıştır. Fakat mâli problemler nedeniyle gerekdonanım olarak gerekse kadro olarak beklenen seviyeye gelememiştir.Mektep, I. Dünya Savaşı ve Milli Mücadele döneminin olağanüstükoşullarında faaliyetlerine ara vermiş, 1931 yılında diğer vilayet sanayimektepleri gibi mıntıka sanat mektebine dönüştürülmüştür.

Abstract

The fast industrialization that happened during the 19th centurymade it compulsory to recruit staff equipped with the modern technicalknowledge of the period. Accordingly, technical staffs in the OttomanEmpire coming from the traditional mentor-protégé method became underequipped,which caused new solutions to be looked for. The workhouseproject launched after Midhat Pasha’s appointment as the Governor ofNiš primarily aimed children orphaned due to wars and migrations to beprovided with jobs. Following the success of this project, it was spreadall over the empire and a transformation from workhouses to industrialschools took place. These industrial schools, which were first opened inIstanbul and later in numerous provinces including Ankara, served for theeducation of technical staff.This school, operating under the name Ankara Industrial Schoolstarting from 1876, was attempted to be stimulated on the occasion ofthe 25th anniversary of Sultan Abdülhamid’s enthronement. However, theschool could not reach the intended level both in equipment and staffdue to financial problems. The school later ceased functioning underthe extraordinary conditions of World War I and the Turkish War ofIndependence; it was finally converted to a regional art school in the year1931 just like other provincial industrial schools.
