Özet
Türkiye’deki belediye modeli, güçlü başkan modelidir. Bu modelde, belediye başkanı doğrudan halk tarafından seçilir ve yürütme yetkisine sahiptir. Bütün belediye teşkilatı (idari birimler) hiyerarşik olarak başkana bağlıdır, başkan yürütmeye tek başına hakimdir. Belediye meclisi ise belediyenin karar organıdır. Ancak meclis, karar verme işlevi yanında başkanı denetleme ve temsil işlevine de sahiptir. Bu üç işlev birbiriyle yakın biçimde ilişkilidir. Bu makalede 2021 yılında tamamlanan bir projenin bulgularından hareketle, belediye meclisinin karar verme ve denetim işlevlerine odaklanılmaktadır. Söz konusu proje kapsamında 7 odak grup görüşmesi ve 6 bölgesel toplantı yapılmıştır. Bu toplantılarda belediye meclis üyeleri ve başkanları, STK’lar, merkezi yönetim temsilcileri, akademisyenler, kent konseyi temsilcileri ve muhtarlar yer almıştır. Makalede, belediye meclisinin karar verme ve denetim işlevine ilişkin proje toplantılarında dile getirilen sorunlar, talepler ve öneriler ele alınmakta ve bu iki işlevin nasıl geliştirilebileceği tartışılmaktadır. Temsil işlevi ise, bu makalenin kapsamı dışında tutulmuş, buna dair tartışmalara girilmemiştir.
Abstract
Turkish municipality model is a strong mayor government system. In this model, the mayor is directly elected by the public and is vested with executive power. The entire municipal organization (administrative units) is hierarchically subordinate to the mayor, and the mayor alone is in charge of the executive branch. The municipal council is the decision-making body of the municipality. In addition to the decision-making function, the city council also has a representative function and the authority to check and audit the mayor. These three functions are closely related to each other. In this study, based on the findings of a project completed in 2021, focuses on the decision-making and supervisory functions of the city council. Within the scope of the project, 7 focus group meetings and 6 regional meetings were held. Members of municipal councils and their heads, NGOs, central government representatives, academics, city council representatives and mukhtars attended these meetings. In the article, the problems, demands and suggestions expressed at the project meetings regarding the decision-making and control function of the municipal council are discussed and how these two functions can be improved is discussed. The representation function, on the other hand, is excluded from the scope of this article, and discussions about it are not included.
