Özet

Osmanlı Devleti'nin idari yapılanmasında değişik uygulamalar mevcuttu. Bundan dolayı idari teşkilatlanmada bölgeler arası bazı farklılıklar göze çarpmaktaydı. Hatta bir eyaletin (Diyarbekir) kazaları arasında bile farklı uygulamalar bulunmaktaydı. Osmanlı idari yapılanmasında farklı olan uygulamalardan biri de yurtluk-ocaklık sistemidir. Osmanlı Devleti, yurtluk- ocaklık sistemiyle Kürtlerin yaşadığı bölgelerdeki ulaşılması güç olan bazı yerleri yönetim açısından serbest (özerk) bırakarak klasik sistemden farklı bir uygulamaya gitmiştir. Kürt sancakbeylerinin devlete karşı sorumlulukları, Osmanlı Devleti'nin diğer sancaklarında görev yapan yöneticilerden pek farklı değildi. Yerel beyler, askeri seferlere iştirak ettiği zaman beylerbeyine itaat etmek ve devlete yıllık vergisinden belli bir pay vermek zorundaydılar. Bu yerlerden biri de yurtluk-ocaklıkla yönetilen Bayezid Sancağı'dır. Bayezid Sancağı, coğrafi konum itibariyle de önemliydi ve Osmanlı ile İran arasında bir tampon sancak görevi üstlenmekteydi. Bununla birlikte doğuya yapılan seferler için gerekli lojistiğin ulaştırılmasında da büyük bir ehemmiyete haizdi. Özellikle Revan ve Tebriz'e yapılan seferlerde bölge önemli bir ikmal sancağı konumundaydı. Bu durum, Bayezid şehri ve kalesini oldukça etkilemiştir. Osmanlı Devleti ile İran arasındaki sınır anlaşmazlıkları iki devleti çoğu zaman karşı karşıya getiren en önemli neden olmuştur

Abstract

There were different applications in the administrative structure of the Ottoman Empire. For that reason, some interregional differences in the administrative structure attracted the attention. Moreover, there were differences between the districts of a province (Diyarbekir). One of the different application in the ottoman administrative structure is the yurtluk-ocaklık system. With the yurtluk-ocaklık system, Ottoman empire brought a different application differ from the classical system by leaving some locations liberated (autonomous) where Kurds were living in the back of beyond, with regards to administration. (The duties of the Kurdish sanjak governors towards the empire were not quite different than the duties of the governors ruling the other sanjaks of Ottoman Empire. When local governors were attendingmilitary expeditions, they had to obey the Governor and gave a particular amount from their annual tax to the empire.) One of these locations is Bayezid Sanjak, governed with the yurtluk-ocaklık system. The Bayezid Sanjak was important from the point of view of the geographical position and took on as a buffer sanjak task between Ottoman and Persia. On the other hand, it had a great importance by providing the necessary logistics fort the expeditions to the east. The location was in the fulfilment sanjak position, especially for the expeditions to Revan and Tebriz. This situation has greatly influenced the fortress and city of Beyazid. The border conflicts between Ottoman Empire and Persia is the most important argument mostly exposing both states
