Özet

İktisat literatüründe, işsizlik dinamikleri ile ilgili 2 temel teori bulunmaktadır. Bu teorilerden ilki doğal işsizlik hipotezi diğeri ise işsizlik histerisidir. Doğal işsizlik hipotezi (NAIRU) işsizlik ve konjonktürel dalgalanmalar arasında uzun dönemde durağan bir ilişki olduğunu ifade eder. Bu teorinin aksine, işsizlik histerisi hipotezi, işsizlik oranının ekonomik şok dolayısıyla uzun dönemde dengeden sapacağını ve sapmanın uzun dönemde de devam edeceğini belirtir. Dolayısıyla çalışma işsizlik serisi ile konjontürel dalgalanmalar arasındaki bu ilişkiyi araştırmayı amaçlamaktadır. Bu doğrultuda çalışmanın farklılığı histerisi etkisinin varlığını kadın ve erkekler için ayrı ayrı incelemesidir. Böylece cinsiyetler arasında herhangi bir farklılığın bulunup bulunmadığı analiz edilmiş olacaktır. Çalışmada, işsizlik histerisinin varlığı 14 OECD ülkesi için Eurostat ve OECD istatistiklerinden elde edilen verilerle 1998:01 ve 2017:09 yılları arasında Fourier ADF Birim Kök Testi (FADF) ile analiz edilmiştir. Çalışmanın sonucuna göre işsizlik histerisi ülkelere ve cinsiyete göre değişebilmektedir.

Abstract

In the literature, there are two major hypotheses about the dynamics of unemployment. One is the natural rate of unemployment hypothesis, the other one is unemployment hysteresis hypothesis. The natural rate of employment hypothesis (NAIRU) implies that the relationship between unemployment and business cycles has a stable relationship in the long run. In contrary to this argument, according to unemployment hysteresis hypothesis, unemployment move away from equilibrium state due to economic shocks and this state continues in the long run. That is why the relationship between unemployment rate and business cycle will be the main issue of this study. According to that the hysteresis effect on unemployment rate in 14 OECD countries has been analyzed. The difference of the research is to examine the hysteresis effect on unemployment for women and men. Thus, the research would allow us to distinguish and compare the gender differentiation within the countries. The models have been estimated using monthly unemployment rate data from 1998:01 to 2017:09 for 14 OECD countries and obtained from Eurostat and OECD statistics. Within the mentioned context above, Hysteresis effect has been analyzed with Fourier Unit Root Tests, which allowing structural breaks. According to result hysteresis effect on unemployment differs for both countries and genders.
