Özet

Ekonomik büyüme ile dış ticaret ilişkisini ele alan çalışmalarda, genel anlamda liberal bir perspektifle büyümenin temel dinamiğini dışa açıklığın oluşturduğu vurgulanır. Bu literatürde, Klasik ve Neo-klasik bakış açısı karşılaştırmalı üstünlükler çerçevesinde uluslararası işbölümü ve uzmanlaşmanın yararlarına ve bundan kaynaklı refah artışına vurgu yaparken, Keynesyen ve uzantısı bakış açıları ihracatın dış talep kaynaklı olarak ulusal gelire katkı yapacağını belirtir. Ancak, her ihracat kaleminin büyümeyi etkilediği argümanı, özellikle dış ticaret hadleri sorununa bağlı olarak tartışmalı hale gelmiştir. Dolayısıyla her ihracat kaleminin değil, yüksek teknolojiye dayalı mal ihracatı yapabilme yeteneğinin yüksek ve sürdürülebilir büyüme kapasitesini artırdığı ileri sürülmeye başlanmıştır. Bu çerçevede dış ticaretin büyümeye olumlu katkıda bulunabilme koşulunun yüksek teknolojili mal üretip dışa satabilme yeteneğiyle ilgili olduğu vurgulanmaktadır. Bu çalışmada orta gelir tuzağına düşmeden yüksek gelirli ekonomi pozisyonuna geçebilmek için heterojen yapıya sahip yükselen ekonomilerde yüksek teknolojili mal üretme kapasitesi ve bu kapasiteye etki eden unsurlar araştırma konusu yapılmıştır. Uygun veri setine sahip 18 yükselen ekonomi üzerine 1996-2016 arası dönemi kapsayan panel veri analizlerine göre yüksek teknolojili mal ihracatının belirleyicileri dışa açıklık ve patent üretebilme kapasitesi olarak tespit edilmiştir.

Abstract

In the studies on the relationship between economic growth and foreign trade, with a liberal perspective in general, it is emphasized that the fundamental dynamic of growthis openness. In the literature, while the Classical and Neo-classical perspectives emphasize the benefits of international division of labor and specialization in the framework of comparative advantages, Keynesians and related perspectives indicate that exports would contribute to national income thanks to external demand. However, the argument that every export item has affected growth has been controversial, especially due to the problem of the terms of trade. Therefore, it is suggested that the ability to export goods based on high technology,not every export item increase the high and sustainable growth capacity. In this context, it is emphasized that he positive contribution of foreign trade to growth is related to the ability to produce and sell high-tech goods. In this study, high-tech production capacity and factors affecting this capacity have been researched in emerging economies with heterogeneous structure in order to move to high-income economy position without falling into the middle income trap. According to the panel data analysis of 18 emerging economies with appropriate data set between 1996-2016 period, the determinants of high-technology goods exports were identified as openness and patenting capacity.
