Abstract

Unemployment, which is one of the basic economic indicators of economies, is one of the current issues of macroeconomics in terms of both theoretical and empirical literature. The unemployment rate, which is subject to fluctuations due to the cyclical process of economic activity and production level, is explained by the ‘natural rate’ and ‘hysteresis’ hypotheses which are the two main approaches of macroeconomic theory. In this context, empirical studies using econometric techniques to determine the degree of integration of the series emphasize whether unemployment is stationary or not. In our study, it is aimed to test the long memory properties of unemployment in the six countries surrounding the Black Sea. In this respect, the long memory properties of unemployment data of the so-called countries are examined using fractional integration analysis for the period 2003:Q1–2017:Q4. The findings of the study indicate that the hysteresis hypothesis which is valid for Russia and Ukraine is not valid in the other countries.
