Makina Sanayinde İhracatın İthalata Bağımlılığı: Optimize Edilmiş GSR Metodu ile Analiz

Özet
Türkiye 1980'li yıllarda gelişmekte olan ülkelerin ihracata dayalı ekonomik modellerini benimseyerek kendini gelişmiş ülkelerin seviyesine ulaşabilmeyi hedef edinmiştir. Bu kapsamda ihracatı geliştirebilme adına çeşitli stratejiler benimsenmiş, ithalat kısıtlamaları kaldırılarak ihracatın artırılmasına odaklanılmıştır. 1990'lı yıllardan itibaren dış ticarette önemli gelişmeler yaşanmış ve 2000'li yıllarda da bu artış devam etmiştir. Fakat elde edilen veriler ithalat artışının sürekli olarak ihracat artışından daha fazla olduğunu göstermiştir. Bu durumun sebeplerinden biri de Türkiye ekonomisinde sermaye ve ara ürün ithalatının üretimde kritik bir faktör oluşturmasıdır. Bu çalışmanın temel amacı, Türkiye’de makine sanayinde hedeflenen bir ihracat rakamına ulaşılırken üretiminde kullanılan ve yine makine sanayinde yer alan ithal girdilerin miktar tahmininin sağlanmasıdır. Bu amaç doğrultusunda dünyada en çok kompresör ihracatı yapan ülkelere ait kompresör ihracatı verileri, kompresör üretiminde kullanılan kaynak makinalarının ithalat verileri ve Gayri Safi Yurt İçi Hasıla (GSYİH) verileri elde edilmiştir. Matlab uygulamasında yapılan analizde en iyi tahmin sonucunu elde etmek amacıyla uygulamada yer alan tüm regresyon analiz metotları veriler üzerinde uygulanmıştır. Analizler sonucunda MSE, RMSE, MAE ve R2 değerleri için en iyi ve anlamlı sonucun optimize edilmiş GSR metodu ile sağlandığı belirlenmiştir. Optimize edilmiş GSR metodunda yer alan modele ait fonksiyonun kullanımıyla Türkiye’de hedef olarak belirlenen 200.000.000$ değerindeki kompresör ihracatı için kompresör üretiminde kullanılan ve ithal edilen kaynak makinası miktarının ne olması gerektiği belirlenmiştir. Elde edilen tahmin sonucu ise optimize edilmiş GSR metodunun modele olan uygunluğunu destekler niteliktedir.
Abstract
In the 1980s, Türkiye adopted the export-based economic models of developing countries and aimed to reach the level of developed countries. In this context, various strategies have been adopted in order to improve exports, and the focus has been on increasing exports by removing import restrictions. Significant developments have been experienced in foreign trade since the 1990s and this increase continued in the 2000s. However, the data obtained showed that the increase in imports was consistently higher than the increase in exports. One of the reasons for this situation is that the import of capital and intermediate products is a critical factor in production in the Turkish economy. The main purpose of this study is to provide an estimation of the amount of imported inputs used in production and also in the machinery industry while reaching a targeted export figure in the machinery industry in Türkiye. For this purpose, compressor export data of the countries that export the most compressors in the world, import data of welding machines used in compressor production and Gross Domestic Product (GDP) data were obtained. In order to obtain the best estimation result in the analysis made in the Matlab application, all the regression analysis methods in the application were applied to the data. As a result of the analysis, it was determined that the best and most significant result for MSE, RMSE, MAE, and R2 values was obtained with the optimized GSR method. By using the function of the model in the optimized GSR method, it was determined what the amount of welding machines used in compressor production and imported should be for the compressor export of $ 200.000.000, which was determined as the target in Türkiye. The estimation result obtained supports the suitability of the optimized GSR method with the model.
