Özet
Gebelik ve doğum kadınlar açısından önemli sağlık sorunlarına ve ölümlere yolaçabilen bir özellik olduğu kadar, kadının toplumsal yaşama katılımını da önemli de--recede etkileyen bir süreçtir. Kadınların doğurganlık düzeyinin az veya fazla olmasıaynı zamanda nüfusun niceliğini ve niteliğini etkileyen bir faktördür. Nüfusun büyük--lüğü, artışı, azalışı ve yapısı, bu yüzden, toplumsal yapıyla ilişkili politik ve ekonomiktartışmaların konusu olagelmiştir; öyle ki, bazı görüşler nüfusla ilgili sorunları top--lumsal sorunların temel nedenleri arasında tanımlamaktadırlar. Sonuçta, doğurganlığıazaltmaya veya artırmaya yönelik çeşitli müdahaleler ortaya çıkmaktadır. Kadının vekadınla erkeğin ortak kararı çerçevesinde eşlerin, kendi doğurganlıkları ve bununlailişkili diğer süreçler hakkında özgür seçimlerini yapma hakları olarak tanımlanabilecekolan üreme hakları yaklaşımı, hem nüfusun azaltılması hem de artırılması yönün--deki devlet politikalarının dışında, yaşam biçimi ve tercihler konusundaki farklılıklaraduyarlı bir çerçeve ortaya koyar. Bu çerçevede devletin rolü, bütün bu farklılıklarınyaşama yansıtılması için destekleyici koşulların sağlanması ve uygun sağlık hizmetle--rinin sunulması olarak yeniden tanımlanır.
Abstract
Pregnancy and birth cause various health problems for women and maternal de--aths, as result this; it strongly influences women's participation and involvement insocial life. Each year, 287 thousand women die due to pregnancy, birth and after-birthcomplications and many more women continue their lives with serious health problemsand disabilities. Conversely, women's fertility levels be it high or low, is an importantfactor which affects the size and quality of the population. The size, increase, decrease and the structure of population has always been subject to various politicalor economical debates; according to some opinions it has even been argued as mainsource of social problems. Consequently, various types of interventions to increase ordecrease the fertility rates of women occurred based on political, economical or cul--tural influence. Turkey implemented pronatalistic policies in order to increase fertilityrates in the first decades of the Republican period; then, antinatalistic policies so as todecrease fertility rates between the 60's and 90's. Currently, in the last 15 years, pro--natalistic arguments are in effect once again. Reproductive rights perspective, whichcan be defined as the rights of women and couples with regard to the joint decisionsof men and women to decide freely on their fertility and related issues. It presentsframework which is sensitive to different choices and lifestyles, disregarding the statepolicies both aiming to increase or decrease the fertility rates. The role of state, in thisframework, is to create the supportive conditions and proper health services for realisationof these various options.
