Özet
19. yüzyılda Çarlık Rusya tarafından işgal edilen Azerbaycan toprakları, Karabağ Hanlığı’nın Rus egemenliğine girmesiyle demografik olarak sistematik bir dönüşüm yaşamıştır. 1826’da İran’ı mağlup eden Rusya, 1828 Türkmençay Anlaşması ile Azerbaycan topraklarının kuzeyini alırken, güneyini İran’a bırakmıştır. Dağlık Karabağ bölgesi için kırılma noktası olan bu anlaşmayla Ruslar, Dağlık Karabağ’a Ermenileri göç ettirerek, yapay bir bölge inşa etmiştir. Zamanla çoğunluk haline gelen Ermeniler, Karabağ bölgesinden hak iddia eder duruma gelmiştir. Gerek Sovyetler döneminde gerekse Sovyetlerin çöküşü ile Karabağ bölgesindeki taleplerinden vazgeçmeyen Ermeniler, 1992-1994 yıllarında Dağlık Karabağ’ı ve civarındaki illeri işgal ederek, birçok masum Azerbaycanlıyı katletmiştir. Bu süreçte uluslararası kuruluşlar soruna çözüm bulamamış, Azerbaycan toprakları yaklaşık otuz yıl boyunca Ermenistan işgali altında kalmıştır. Temmuz 2020’de Ermenistan’ın Azerbaycan’a karşı saldırıya geçmesiyle çatışmalar tekrar başlamıştır. Ancak bu kez gidişat Ermenistan’ın aleyhine dönmüştür. Türkiye’nin bölgede izlediği etkili politikalar ve Azerbaycan’a verdiği askeri ve siyasi destek, Azerbaycan’ın askeri üstünlüğü ile birleşince akabinde Karabağ zaferini getirmiştir.
Abstract
As it is known, Turkish-Russian relations have always existed since the Ottoman Empire. It is seen that there is a dense network of relations between the two societies since the Ottoman Empire was the state that fought the most. It has been understood that relations between Turks and Russians have progressed intensively from Tsarist Russia to the USSR and from there to the Russian Federation. It is also seen that there is an intense network of relations between the two countries, from Central Asia to the Caucasus and from there to the Balkans. In the 20th century, relations between the two countries reached a different dimension. In this process, a different page was opened in the relations between the two countries, with both theRussians and the Turks experiencing an important revolution. In the later period, it was understood that there was a divergence in relations between Turkey and the USSR with the start of the Cold War. After the Cold War, the USSR disappeared from the stage of history and a different process started with the establishment of theRussian Federation. Since the 2000s, it has been seen that Turkey and Russia have relations in the Middle East, the Caucasus, Central Asia, and the Balkans. In this study, the past, current structure, and direction of the Turkish-Russian relations, which have a deep past, will be tried to be understood. By making a socio-political analysis of the relations between the two countries, the dominant political understanding of the relations between the two countries in the 21st century will be explained. Finally, the views on the direction and style in which the relations between the two countries will develop in the coming period will be discussed.
