Abstract
This paper will present the life and works of Said Halim Pafla (1864-1921) as a representative of the Islamist wing inside the Young Turk movement with a particular focus on his political ideas. Said Halim Pafla was both a modernist and an Islamist thinker and at the same time a crucial political figure in the last years of the Ottoman Empire. The Pafla was a descendent of the Governor of Egypt Muhammad ‘Al¥, an Ottoman bureaucrat, and Grand Vizier from 1913 to 1917. More space in the paper will be dedicated to his last work published in his exile in Rome in 1921—Les institutions politiques dans la société musulmane—and on some of the controversies around his idea of Islamic government.
