Özet
İki dünya savaşı arası dönemde Türkiye-İtalya ilişkileri hep sorunlu oldu. Yeni Türkiye’nin dış ilişkileri barış ve dostluk anlayışı üzerinde gelişirken Faşist İtalya, yayılmacı bir siyaseti benimsedi. Faşistlerin Akdeniz bölgesini İtalyan yayılmacılığı için hedef coğrafya olarak seçmesi, Türkiye ile İtalya’yı karşı karşıya getirdi. Mussolini’nin emperyalist politikası kamuoyunda da kuvvetli bir destek buldu. Milletvekili Orazio Pedrazzi de İtalya’nın Akdeniz ve Anadolu’yu hedef alan siyasetine destek verenlerden birisiydi. Pedrazzi, meclisteki konuşmalarında bu fikirlerini dile getirdi. 1924’te yaptığı bir Doğu seyahatinden sonra yazdığı kitapta da bu fikirlerini daha ayrıntılı olarak anlattı. Pedrazzi, Türkiye Cumhuriyeti’ni, Avrupalılarla iş birliği yapmadığı için suçlarken, Anadolu’nun, az nüfuslu Türklerin yönetiminde layık olduğu gibi değerlendirilmediğini ileri sürdü. Pedrazzi’nin bu fikirleri Türk kamuoyunda tepkiyle karşılanmakla birlikte kitabı, Türkçeye tercüme edilerek bir gazetede tefrika edildi.
Abstract
Galip Kemalî Bey (1873-1960) spent more than 30 years of his 87-year life in various positions in his foreign affairs. He served as Deputy Prime Minister of Bucharest in 1902 with his duties as Deputy Undersecretary of Athens (1911-1912), Undersecretariat of Berlin Embassy (1912-1913), Deputy of Athens Embassy (1913-1916), Deputy of Tehran Embassy (1917-1918), Representative of Petrograd / Brestlitovsk (1918), Embassy of Moscow (1918), Head of Mutual Armistice Commission (1918-1919), Roman Embassy (1919-1920), Copenhagen and Stockholm Mid-Embassies (1921-1922). During his duty, he passed on his memories such as “Thirty Years in the Service of the Foreign Affairs, Those Who Passed, Live Histories: Galip Kemalî Söylemezoğlu’s Remembrances, Political Wallet”. He was removed from his post because of his reaction to the decisions taken at the San Remo and Paris conferences and his attitude to support the National Forces during the Roman Embassy. Undoubtedly, from this point one of the most outstanding work he wrote up was a book named “L'Assassinat d'un Peuple”, which was sent to Europe's leading politicians, states and thinkers to announce the unjustness that the Turkish nation had been subjected to the signing of Sevrés. However, this work, which was produced by Kemali Bey's personal efforts, was considered a crime and caused to be confiscated by Damat Ferit Pasha. The essence of our work includes the reign of the Undersecretary and charge d'affaires of Athens, who is one-half of Galip Kemalî Bey. During this period, Kemalî Bey's opinion and diplomatic efforts among the prominent issues in Greece and Turkey have been evaluated. The main determinants among the parties in this period can be listed as “Crete Problem, Committee Activities, Balkan Alliance, Macedonian Problem, Tripoli War”.
