Abstract
During National Struggle process, some journalists included in İstanbul press wrote up articles that severely criticize the Ankara government. Ankara Government tried to found its own press structure in Anatolia in order to reply such criticism and to obtain public support. Experiences gained during such period determined the infrastructure of ruling power-press relations in Republican Period. According to viewpoint of Republican administration, Turkish press was different from the press types developing in other countries. Distinctive structural characteristics of Kemalism, which is the political regime of Turkey, are accepted as basic as the basic reason for such difference. Press organisation was evaluated under two categories: party press and free press. Party press was an organisation making self-criticism and acting according to the principles of the party. Free press consisted of organisations which meet information and learning needs of the society in the same line with Turkish Revolution. Single-party system did not consider liberal press organisations of the modern world as ideal models. Equivalent of modernisation in the field of press has turned into a more distinctive preference: Kemalist press. Ideological structure of Republican press was originally realised after adoption of the Press Law on 1931. First press congress of Turkey was organised in May 25-27, 1935 in Ankara. The single-party system increased its power to interfere with the press after that congress. In this study, stages of transition from Republican press to Kemalist press and the effects of such stages on ruling power-press relations shall be included.
