Dijital Konfederalizm’den Teknolojik Tekilliğe Giden Süreçte Bilgi Güvenliği ve “Uyarlanmış Gerçek” Kavramı: Kuramsal Bir Çalışma

Information Security and The Concept of “Adapted Truth” In The Process From Digital Confederalism to Technological Singularity: A Theoretical Study

Özet

Bilgi her zaman dolaşım içerisindedir ve bu dolaşım esnasında çeşitlimodifikasyonlara uğrayarak akışını sürdürür. Bu sayede bilgi yenilenerek canlıkalır ve ilerlemeye devam eder. Bilgi üzerinde yapılan bu değişikliklerdeki asılamaç; bilginin çeşitli iyileştirmelerle güncel kalmasına ve geçerliliğininkorunmasına katkı sunmaktır. Diğer taraftan ise bilginin bozularak ya da çeşitlimanipülasyonlara maruz bırakılarak belirli amaç, çıkar, politik görüş vb. içinkullanılması söz konusudur. Dijital ve Endüstri 4.0 platformlarıüzerinde/içerisinde akış halinde olan bilginin “gerçek” olarak sembolize edildiğibu çalışmada, bilginin Dijital Konfederalizm’den Teknolojik Tekilliğe doğru bir“ok” gibi yol alması sürecinde, “gerçek”in neden “uyarlanmış gerçek”edönüşmesi ve yoluna bu şekilde devam etmesi gerektiği kuramsal olaraktartışılmıştır. Sistem Yaklaşımı’ndan hareketle, parçaların bütüne etkisi gözönünde bulundurularak yapılan bu çalışmanın amacı: Bilginin (bu çalışmada“gerçek” olarak ele alınmıştır) dolaşımının sembolik bir şekilde anlatılarak,bilginin yani gerçeğin gerektiği gibi korunamadığında, yakın gelecekteinsanlığın önüne çıkabilecek çeşitli risklerin neler olabileceğinin ortayakonulmasıdır. Literatür taraması ve analoji yapılarak oluşturulan bu kuramsalçalışmada, araştırmacı tarafından geliştirilen bir tasarım model üzerindenkurgulanan ve bilgiyi temsil eden “gerçek”e yapay zekâ destekli bir regülatör ilekılavuzluk edilmesinin önemli olduğu sonucuna ulaşılmıştır. Geliştirilen tasarımmodelde ikinci katman olarak belirtilen alanda yer alan Kuantum Bilgisayarlar,Endüstri 4.0 ve Teknolojik Tekillik zincirinde gerekli ayarlamalarınyapılamadığında “uyarlanmış gerçek”e ne olacak sorusuna aranan cevapta,“uyarlanmış gerçek”in, dolayısıyla “gerçek”in, Teknolojik Tekillik tarafındanyutularak yeniden dolaşıma girememe riskinin var olduğu öngörülmüştür. Budurumdan kurtulabilmek için yapay zekâ ve bileşenlerine önemli bir yükdüşmektedir. Sonuç olarak, yapay zekâ’nın özellikle regülatör gücündenfaydalanılmasının yanı sıra, sistemi oluşturan ana platformların (KuantumBilgisayarlar ve Endüstri 4.0) ise, işlem hızı yönünden benzer frekans aralığındave uyumlu bir şekilde çalıştırılmasının sağlanabilmesi gerektiği önerilmektedir.

Abstract

Information is always in circulation. Even it undergoes various modifications during the circulation, it continues its flow. In this way, the information is kept alive by renewing and continues to lead. The main purpose of the alterations on information is to keep it up-to-date and maintain its validity through various contributes. On the other hand, by being corrupted or subjected to various manipulations, information is used for certain purposes, interests, political views and so on. This study, in which information flowing on/in the Digital and Industry 4.0 platforms is symbolized as “truth”, in the process of moving from Digital Confederalism to Technological Singularity as an “arrow”, theoratically discusses the reason why “truth” should turn into “adapted truth” and it needs to continue its path in this way. The aim of this study is to consider the effect of parts on the whole, based on the System Approach which is a theoretical exposition of the various risks that could prevent humanity and life in the near future when information (that is explained as “truth” in this study) cannot be properly protected. What these risks might be is limited to the research subject. In this theoretical study which is prepared by literature review and analogy which is based on a design model developed by the researcher, it was concluded that it is important to guide the “truth” as a regulator supported by artificial intelligence. In the case of the adjustment cannot be made with the chain of Quantum Computers, Industry 4.0 and Technological Singularity in the second layer of the developed model, the answer of the question on what will happen to “adapted truth”, is considered and there is a risk that “adapted truth” and so the “truth” cannot be recycled by Technological Singularity. Artificial intelligence and its componenets have a significant burden to deal with this situation. As a result, in addition to the application of artificial intelligence, especially its regulatory power, the article also suggested that the main platforms (Quantum Computers and Industry 4.0) that make up the system should be operated in a similar frequency range and in a compatible manner in terms of processing speed.
