KENDİLİĞİNDEN DÜZEN KAVRAMININ TARİHSEL GELİŞİMİ

Özet

Yirminci yüzyıl, insanlık tarihi açısından çok önemli tarihsel ve geleneksel kırılmaları temsil etmiştir. Merkezi planlamaya dayalı ekonomiler ve refah devlet gibi yapılar toplumun gelişmesine ve ilerlemesine katkı sağlamıştır. Lakin bu gelişme ve ilerleme, bireyin toplumdaki önceliğini sorun haline getirmiştir. Bireyi, özgürlüğü ve hukukun üstünlüğünü temel alan liberalizme olan ilgiyi azaltarak, toplumun totaliter bir yapıya dönüşmesine de zemin hazırlamıştır. İşte kendiliğinden düzen kavramı, böyle bir ortamda bireylere ve onların özgürlüklerine verdiği değerle, toplumsal düzenin tasarımlı bir şekilde dizayn edilmesine karşı çıkışı temsil etmiştir. Bu kavram, toplumun kendi değerleri ve tecrübeleriyle ‘bir toplumsal düzenin varlığı’ fikrini ortaya koymuştur. Buna göre toplumsal düzen, insan tasarımı olarak değil, insan eylemleri sonucunda kendiliğinden bir evrim süreciyle ortaya çıkmaktadır. Bu bakış açısı, yani toplumu kendiliğinden düzen fikri ile açıklamaya çalışmak, toplumun totaliter bir yapıya dönüşmesine veya oluşmasına da engel olarak görülmüştür.

Abstract

20th Century represented historical and traditional fractions that are very significant to human history. Centrally planned economies and the formations like welfare state contributed to the development and progress of the society. However, this development turned the priority of the individual in the society into a problem. This situation decreased the interest in liberalism which grounds on individual, liberty and superiority of law, and paved the way for turning into a totalitarian structure in the society. Here concept of spontaneous order represented the revolt against designing the social order regarding the individuals and their value of liberty in such an environment. This concept put forward the idea of ‘the existence of a social order’ with the society’s own values and experiences. According to this, social order evolves not as a human design but as a result of human actions. This point of view that is trying to explain the society with the idea of spontaneous order has been regarded as an obstacle in the turning or evolving of the society into a totalitarian structure.
