Özet
Joseph S. Szyliowicz’in “The Political Dynamics of Rural Turkey” başlıklı makalesi Demokrat Parti’nin iktidarda bulunduğu dönemde (1950-1960) uyguladığı politikalarıyla Türkiye kırsalında siyasi dinamikleri nasıl değiştirdiğine dair önemli bulgular sunan bir çalışmadır. Bu çalışma, Türk tarih yazımında üzerinde önemle durulan konuların başında gelen Türkiye’de çok partili sisteme geçiş y ıllarının toplumsal düzlemde yarattığı etkileri dışarıdan bir gözle objektif olarak değerlendirmesi açısından da ayrıca önemlidir. Türkiye’de çok partili demokrasiye geçişin iç ve dış nedenleri ile ilgili yazılmış sayısız değerlendirmenin yanında, Szyliowicz’in eserini ayırıcı kılan yönü hiç kuşkusuz meseleye yaklaşımında tarihsel sosyolojinin temel verilerinden yararlanma yoluna gitmiş olmasıdır. Türkiye’de demokrasinin uzun ve sancılı serüveninin başlangıç yıllarını ele alan bu çalışmada ulaşılan bulguların birçok yönüyle günümüzün taşra Türkiyesi’nde geçerliliğini önemli ölçüde koruması, söz konusu eserin Türkçe’ye kazandırılmasını gerekli kılmıştır.
Abstract
Joseph s. Szyliowicz’s article titled as “The Political Dynamics of Rural Turkey” is an important study that provides valuable findings about how the Democratic Party changed the political dynamics n rural Turkey with the policies it applied during the period when it was in power. This study is also important in terms of objectively evaluating the effects of transition period of competitive democracy in Turkey at the social level, which is still one of the most important issues in history writing in Turkey as well. The distinctive aspect of Szyliowicz’s study being different than the myriad evaluations about the internal and external causes of transition to multiparty democracy in Turkey, is undoubtly its use of the basic data of the sociology on this matter. The findings of this study, which deals with the beginnings of the long and painful adventure of democracy in Turkey, have required the work to be translated into Turkish since these findings considerably protects the validity in today’s rural Turkey in many respects.
