Özet
Cumhuriyet Tarihimizin tozlu sayfalarında yerini almış önemli kurumlarından biriolan Halkevleri, bir yasa ile kurulmamasının sıkıntılarını her şeyden önce malikonularda yaşamıştır. Yasal olarak bir geliri olmadığı gibi standartlaştırılamayanbir bütçeye sahip olmuştur. Her ne kadar tek parti döneminin avantajlarınıkullanarak kendisine bir bütçe oluşturabilmişse de çok partili düzene geçilmesiylebirlikte tartışılan bir konuma gelmiştir. Halkevlerinin bütçesini oluşturan gelir-gidertablosuna ait kalemler düzenli bir liste halinde arşivlerde henüz bulunamamıştır. Bukalemlerin neler olduğu dağınık belgelerden tespit edilmeye çalışılmıştır.Halkevlerine genel bütçeden yapılan tahsisler için en önemli belgeler TBMM’degörüşülen Bütçe ve Kesin Hesap Kanunları ile 1950 yılında Demokrat Partitarafından görevlendirilen Maliye Müfettişlerinin raporudur. Bu rapor eksiktir veayrıntılı açıklamaların bulunduğu ekleri bulunmamaktadır. Ayrıca Taşrayönetimlerinin tahsisatları da her belediyenin kendi hesap cetvelinde bir kalemolarak kaydedilmiştir. Bu kayıtlar da oldukça dağınık ve eksiktir. Bu makalede bütçekalemlerinin para olarak tespitinden ziyade hangi kalemlerden oluştuğunu tespitetmek amaçlanmıştır.
Abstract
People's Houses, one of the most important institutions in our dusty pages of our Republican history, is living on financial issues before anything else. It does not have a legal income, but a budget that can not be standardized. Although it could create a budget for itself by using the advantages of the single-party period, it has been argued with multi-party reform. The items belonging to the income-expenditure table which constitute the budget of the People's Houses have not yet been found in the archives in a regular list. These items have been tried to be identified from scattered documents. The most important documents for allocations made to the People's Houses from the general budget are the reports of the Finance Inspectors assigned by the Democratic Party in 1950 with the Budget and Final Account Acts in the Turkish Grand National Assembly. This report is incomplete and there are no suffixes for detailed explanations. In addition, the allocations of the provincial administrations were recorded as a line item in each municipality's own account schedules. These records are also very scattered and incomplete. In this article, it is aimed to determine which items constitute budget items rather than money
