Özet

Hâkimiyet-i Milliye Bayramı, Cumhuriyet’in kurucu kadrosunun kabul ettiği ilkbayram geleneğidir. 23 Nisan 1920’de kurulan TBMM’yi kurumsallaştırmak gibi birişleve sahip olan bu bayram, erken Cumhuriyet yıllarında çocuklara hasredilmiştir.Hâkimiyet-i Milliye Bayramı’nı çocuklara hasretmenin temel sebeplerinden birininideolojik, diğerinin ise maddi olduğu söylenebilir. Bu yıllarda, çocukluğu birkültürel kategori olarak özneleştiren Cumhuriyet yönetimi, çocuklara devrimintaşıyıcısı olduklarını telkin etmiştir. 23 Nisan, taşımış olduğu bu ideolojik boyutunyanı sıra, devletin nüfus arttırıcı refah siyasetini de dışa vurmuştur. 23 Nisanetkinliklerinin kurumsal öznesinin TBMM değil de, siyasi iktidarın denetimindeki birhayır kurumu olan Himaye-i Etfal Cemiyeti (Çocuk Esirgeme Kurumu) olmasınınnedeni budur.

Abstract

The National Sovereignty Day is the first national celebration day accepted by the founding fathers of the Turkish Republic. This special day which had the function of instutionalizing the Turkish Grand National Assembly (TBMM) established on April 23rd, 1920, had been dedicated to Turkish Children as a “Children’s Day” during the Republican period. It can be said that one of the reasons behind the dedication of the national sovereignty day to children is ideological and the other one is practical. The Republic which built childhood as a cultural category in these years imparted in young generations the idea that they were the forwarders of the Turkish Revolution. The April 23rd manifested the population boosting welfare policy of the Kemalist State besides its ideological dimension. This is the reason of why institutional subject of activities in April 23rd was not the TBMM but Children’s Protection Society which was a charity organization under the scrutiny of political power.
