SİYASÎ PARTİLERİN PROPAGANDALARI EKSENİNDE 1977 GENEL SEÇİMİ

Özet

Türkiye’nin uzun süreli demokrasi serüveninde 5 Haziran 1977 tarihinde yapılangenel seçimler pek çok açıdan önem taşımaktadır. 12 Eylül 1980’de askerlerinyönetime el koymasından önce düzenlenen son seçim olma özelliğini taşıyan 1977seçimleri aynı zamanda Türkiye içinde artan şiddet olayları nedeniyle kaos ortamıiçinde yapılmıştır. Söz konusu seçimler aynı zamanda 20 yıl aradan sonra ilk kezMeclis’in erken seçim kararı alışıyla da önemlidir. Siyasî istikrar arayışlarınınyoğunlaştığı bir dönemde seçimde alınacak netice ile Türkiye’nin sorunlarına çözümbulunabileceği beklentisi doğal olarak partilerin kampanyalarını da etkilemiştir.Seçim atmosferi içinde meydana gelen ve çok sayıda kişinin yaşamını yitirmesine yolaçan 1 Mayıs olayları, zaman zaman siyasî partilerin kampanyalarına yönelen şiddeteylemleri dönemin özellikleri arasında sayılmalıdır. Bu çalışmada siyasî yelpazeninönemli partileri arasında yer alan CHP, AP, MSP ve MHP’nin seçimlerde izledikleristrateji ve propaganda çalışmalarıyla birlikte Türkiye’nin sorunlarına çözümbulabilme adına hangi vaatlerde bulundukları incelenecektir. 1977 seçimlerinin birönemli özelliği de incelemeye konu olan dört partiden üçünün seçime koalisyonhükûmetinin ortakları olarak girmeleridir. CHP ise seçimlere muhalefet partisiolarak girmiş ve kampanyasını bu şartlar altında yürütmüştür. Siyasî istikrarsızlığaçözüm bulabilme umuduyla yapılan 5 Haziran 1977 seçimlerinden beklendiği gibi tekparti iktidarı çıkmamış ve Türkiye’nin içinde bulunduğu kaotik ortam 12 Eylül 1980’ekadar devam etmiştir.

Abstract

In the adventure of Turkey's long-term democracy , General elections which was held on June 5, 1977 is important in many aspects. 1977 elections is distinctive as being the last election held before 12 September 1980, the time when the military government took the control of the country and it was also been conducted in chaos due to the increasing violence in Turkey. These elections are also significant as it was the first time after 20 years that with the Parliament took the decision of early election.In the period of searching for intensified political stability, the expectations of finding solutions to Turkey's problems with the election have affected campaigns of political parties as well .The events of May 1, which caused many people to lose their lives in the election atmosphere and the viloence directed at the campaigns of poitical parties can be considered as the characteristics of the period. In this study, both the campaign, the propaganda pursued by the major parties (CHP, AP, MSP, MHP) of the political spectrum and their promises to solve the problems of Turkey will be examined elaborately.Another significant feature of the 1977 elections is that three of the four parties involved in the election are included in the election as partners of the coalition government. The political party, CHP, entered the elections as an opposition party and carried out its campaign under these conditions. The elections of June 1977 was conducted with the aim of hoping to find a solution to the political instability, however; there was not a victory for a political party to rule Turkey, besides, the chaotic environment has continued until Sept. 12, 1980
