ERKEN CUMHURİYET DÖNEMİ'NDE SU DAVASI KAPSAMINDA KURULAN İLK BARAJ: ÇUBUK BARAJI

Özet
Genç Cumhuriyet Türkiye’sinin yeni kurulan başkenti Ankara’nın her bakımdanmodern bir şehir olarak ülkenin her köşesine örnek olması ve dış dünyaya kendisiniiyi tanıtması bakımından öncelikle alt ve üst yapı hizmetlerinin tamamlanmasıgerekmekteydi. İçme suyu tesisatının kurulması bu bakımdan oldukça önemkazanmaktaydı. Ankara’da, Osmanlı Devleti’nin son dönemlerinde inşa edilen sukanalları, şehrin içme suyu ihtiyacını karşılamaktan oldukça uzaktı. Bu bakımdanCumhuriyet Dönemi’nde su meselesine ayrı bir yer verildi. Mustafa Kemal Atatürk’üntalimatı ve Nafıa Vekâleti’nin öncülüğünde 1927’de başlatılan etütler sonucu1929’da Çubuk’ta beton bir barajın inşa edilmesine karar verildi. Bir Türk firmasıtarafından yapımına 1930’da başlanan ve 1936’da bitirilen Çubuk Barajı’nıninşaatında çok sayıda Türk mühendis, teknisyen ve işçi görev yaptı. Türkiye’nin bu ilkbarajı, o dönemin şartları itibariyle yalnızca bir su yapısı olarak değerlendirilmemiş,aynı zamanda yeni kurulan devletin mühendislik alanında geldiği seviyeyi göstermesibakımından bir “bayındırlık abidesi” olarak değerlendirilmiştir. İlerleyen süreçiçinde kullanım ömrü sona eren Çubuk Barajı, 1994 yılından itibaren taşkın önlemeve mesire alanı olarak kullanılmaktadır. Bu çalışma ile Erken CumhuriyetDönemi’nde su işleri üzerine gerçekleştirilen çalışmalar ele alınarak, TürkiyeCumhuriyeti Devleti’nin Çubuk’ta inşa edilen ilk barajının inşa ve faaliyete geçmeaşamaları incelenmiştir.
Abstract
The infrastructure and superstructure services of the newly established, Ankara, capital city of the young Republic of Turkey as a modern city in every respect in terms of promoting itself to the outer world in a good way and to be an example for every corner of the country were required to be completed primarily. The establishment of the drinking water installation was important in this respect, in Ankara, the water channels built in the last period of the Ottoman Empire were far from meeting the water needs of the city. In this respect, it was given importance to the issue of water in republican period. It was decided to build a concrete dam in Çubuk in 1929 as a result of Mustafa Kemal Atatürk’s installations and etudes started in 1927 under the leadership of Ministry of Public. A large number of Turkish engineers, technicians and workers served in the construction of Çubuk Dam which was started to be built in 1930 and finished in 1936. The first dam of Turkey was not only appreciated as the water structure because of the terms of that period but it was also appreciated as a “public works” for showing the level reached in engineering field of the newly established state. Çubuk Dam has been used since 1994 as flood prevention and promenade place because its lifetime was over in the following period. With this study, stages of construction and commissioning of the first dam built in Çubuk by The Republic of Turkey were investigated by handling studies done on water works in the early republican period.
