Özet
1914-1918 yılları arasında cereyan eden Birinci Dünya Savaşı, tüm dünyada siyasi,sosyal ve iktisadi istikrarı bozan gelişmelere sahne olmuştur. Osmanlı Devleti de busavaştan olumsuz etkilenmiş ve toprak kayıplarına uğramıştır. Savaş boyuncaOsmanlı Devleti’nde üç sadrazam ve üç hükümet görev yapmıştır. Bunların birincisisavaştan yaklaşık bir yıl önce 4 Haziran 1913’te Sait Halim Paşa tarafından kurulmuşolan hükümettir. Sait Halim Paşa Hükümeti savaşın sonunu getirememiştir. 4 Şubat1917’de, savaşın en kritik ve Osmanlı Devleti açısından olumsuz seyrettiği birdönemde, Talat Paşa tarafından yeni bir hükümet kurulmuştur. Ancak Talat Paşasavaştaki kötü gidişi durduramayınca, yenilginin mutlak olduğunu görüp istifa etmekzorunda kalmıştır. Ahmet İzzet Paşa Kabinesi, Talat Paşa’nın istifası sonrasında, 14Ekim 1918’de kurulmuş ve Osmanlı Devleti mütareke görüşmelerine bu hükümetlekatılmıştır.Söz konusu hükümetler, kimi zaman birbirlerinin devamı olmuşlardır. Bununlaberaber kuruldukları koşullar; programları; kabinelerinin üyeleri açısından detaylıbir inceleme yapıldığında, birbirlerinden farklı bir profil çizdikleri de görülmektedir.Sait Halim Paşa ve Talat Paşa Hükümetleri, Ahmet İzzet Paşa Hükümeti ilekıyaslandığında birer savaş hükümeti olmalarına karşın, reformcu bir kimlik desergilemişlerdir. Bu üç hükümet arasında Sait Halim Paşa Hükümeti, savaş öncesikoşullara göre programını oluşturmuştur. Bu nedenle de en detaylı ve en iddialıhükümet programına sahiptir. Öte yandan kabinesinde en çok değişikliğe gidilenhükümet de, Sait Halim Paşa Hükümeti’dir. İttihatçılar en güçlü dönemlerini, Sait Halim Paşa ve Talat Paşa hükümetleri zamanında yaşamışlardır. Ahmet İzzet PaşaHükümeti ise İttihatçıların artçı kabinesi olarak nitelendirilebilir.
Abstract
The First World War taking place during 1914-1918 witnessed the events that broke the political, social and economical stability all around the world. The Ottoman Empire was effected adversely from this war and it also experienced territory loss. During the war, three grand viziers and three governments came to power in the Ottoman Empire. The first one was the government formed by Sait Halim Pasha on 4th June 1913, almost a year before the war. Sait Halim Pasha’s govermet was not able to accomplish the war. On 4th February 1917, in the period of which the war was the most crucial and adverse with regards to Ottoman Empire, a new government was formed by Talat Pasha. However, once Talat Pasha was not able to stop the deteriorations in the war, he had to resign by seeing that the defeat was indispensable. After the resignation of Talat Pasha, the Ahmet İzzet Pasha’s Cabinet was formed on 14th October 1918 and the Ottoman Empire participated in negotiations of armistice with this government. The stated governments occasionally completed each other. Nevertheless, when handeled in a detailed way in terms of the conditions that they was establish in, the programs of conditions and the members of of their cabinet, it could be seen that they had different pespectives from each other. Even if the goverment of Sait Halim Pasha and Talat Pasha was a bellicist goverment in conrast to Ahmet İzzet Pasha’s goverment, they showed reformist attitudes, as well. Among these three governments, the Sait Halim Pasha’s Government constituted its program considering the conditions of pre-war period. So, it had the most detailed and assertive cabinet program. On the other hand, the most changes in the cabinet appeared in the Sait Halim Pasha’s Government, also. The Ittihadist experienced their most powerfull periods under the Sait Halim Pasha’s and the Talat Pasha’s Governtments. Additionally, The goverment of Ahmet İzzet Pasha can be qualified as a rear cabinet of Ittihadists.
