Özet

Yirminci yüzyıl başlarında özellikle I. Dünya Savaşı sonrasında siyasi ve hukuki birterim olarak ‘Manda ve Himaye Sistemi’ devletlerarası siyasette bir model olarakyerini almıştır. Osmanlı Devleti’nde dönemin yetki sahibi devlet ve siyaset adamları,üst düzey komutanlar, saray ileri gelenleri, aydınlar ve Anadolu’da Milli Mücadeledeön plana çıkmış asker-siyasetçi paşalar arasında bir devletin koruması altınagirilmesi tartışılmıştır. ‘Manda ve Himaye’ anlayışlarını tümden reddetmeyipmesafeli duran ve hatta tam bağımsızlık istemeyen çevreler olduğu gibi tambağımsızlıktan yana olanlar da vardır. Erzurum ve Sivas Kongrelerinde ‘Manda veHimaye Sistemi’ en çok tartışılan meselelerden biri olmuştur. Mustafa Kemal Paşa,Manda bir yana, en küçük bir bağımlılık ilişkisini bile onaylamadığını belirterek,“Türk ulusu ya kendi kendini kurtaracak ya da yok olacaktır” demiştir. ‘Nutuk’ adlıeserinde kendisini mandacılıkla suçlayan paşaları eleştirmiş, 1927’den sonra dabazıları ile hesaplaşma yoluna bile gitmiştir. Çağdaş araştırmalara bakıldığında iseManda ve Himaye tartışmalarına hala objektif bakılamadığı, taraflı ve bilimselliktenuzak ifadeler kullanıldığı dikkat çekmektedir. Milli Mücadele Döneminde genelolarak Amerikan mandacılığına daha fazla eğilim olmakla birlikte Bolşevik Rusya’yayaklaşanlar ile İngiltere, Fransa ve İtalya gibi devletlerin himayesinde kurtuluşçareleri arayanlar da olmuştur. Ancak bu devletlerin siyasi, ekonomik, askeridurumları ve Milli Mücadelenin başarıya ulaşması ‘Manda ve Himaye Sisteminin’tesisini engellemiştir.

Abstract

After World War I, Mandate and Patronage System took its place both as legal, political term and a model of interstate politics. During this period, mandate and patronage system paved the way for heated debates among state and the politicians, senior commanders, court elders, intellectuals, millitary-politician pashas who had come in war of independence as prominent figures. There were advocates including not entirely refusing Mandate and Patnonage system, being in favor of full independence and those who are totally rejected the system. The 'Mandate and Patronage System' became one of the most discussed topics in Erzurum and Sivas Congresses. Mustafa Kemal Pasha said "The Turkish nation will either save itself or disappear by indicating that even smaller dependency relationship can not be approved. In his work named as 'Nutuk', he criticized the pashas who accused him of mandarinism, and after 1927 he called some of them to account. While looking into contemporary researches, It has been noticed that the discussions of Mandate and Patronage system have not been dealed wit objective view but biased and unscientific terms. Thoroughout the Independence War, with more tendency to mandate of America there were also advocates those remained close to Bolshevik Rusia and some others seeked remedy under the protection of England, France or Italy too. However, the political, economic, conjunctural conditions of these states and the success of the Independence War prevented the establishment of the 'Mandate and Protest System' at all.
