Özet

I. Dünya Savaşı sırasında doğu vilâyetlerinin işgale uğraması üzerine RusOrdusu’ndaki Ermenilerin katliamlarından kaçan yüzbinlerce insan Anadolu’nundemografik yapısının önemli ölçüde değişmesine neden olmuşlardır. Buna karşınOrtadoğu’dan gelen sığınmacılar düşük düzeyde kalmıştır. Türkiye’nin karşılaştığı enönemli iç göçlerden olan Doğulu göçmenlerden kaynaklanan demografik hareketler,mevcut ekonomik durumun daha da kötüleşmesine, gıda fiatlarında artışlara nedenolacaktır. Doğu illerindeki işgalin ortadann kalkmasından sonra TürkHükûmetlerinin olanaklarıyla göçmenlerin büyük çoğunluğunun geri dönüşlerisağlanırken, Çukurova’da kalan göçmenler Fransız işgali nedeniyle özellikle 1919yılından itibaren yeniden göçmen konumuna düşerek yerleşim ve yaşam sorunlarıylakarşılaştılar. Türk-Yunan halklarının yer değişimi nedeniyle Adana ve civarındayerleşim sorunları yaşayan doğu göçmenleri uyum sürecini atlatıp üretici konumageçene kadar ekonomik sıkıntılar yaşadılar. Göçmenler için işgalden en az etkilenenKadirli’ye yerleşmek, bereketli topraklarında akraba ve hemşehrilerini bulmak,uğradıkları zulümden sonra avuntu kaynakları olmuştur. Bu çalışma işgale uğrayanDoğu ve Güney topraklarından gelen göçmenlerin yaşadıkları sorunları incelemeyiamaçlamaktadır. Osmanlı Devleti’nin son yıllarına ve Türkiye Cumhuriyetihükûmetlerinin ilk yıllarına ilişkin, göç ve iskân siyaseti ile yerleşim sorunları mevcutyazılı kaynaklardan, yerinde yapılan görüşmeler ve Başbakanlık CumhuriyetArşivi’ndeki birinci el kaynakların ışığında ele alınıp incelenecek, tanıklarla yerindeyapılan görüşmeler ortaya konulacaktır.

Abstract

During the World War I, due to the invasion of Eastern provinces, hundreds of thousands of people fleeing the massacres of Armenians in the Russian Army caused a significant change in the demographic structure of Anatolia. However, the number of asylum seekers coming from the Middle East is less than these others. Demographic movements caused by refugees who came from Eastern, and one of the most important internal migrations Turkey faced, will cause the current economic situation to worsen and cause an increase in food prices. After being freed from the occupation of the Eastern provinces, while the majority of the refugees return their hometown with the possibilities of the Turkish governments, the refugees in Çukurova are reinstated to the status of refugees especially since 1919, due to the French occupation. Due to the exchange of the Turkish-Greek people, the refugees who came from Eastern and who have settlement problems in Adana and its environs had experienced economic difficulties until they had adapted to the place and reached the position of producers. It was a sense of relief for persecuted refugees to resettle in the least affected place by the occupation, Kadirli and find relatives and fellow citizens in their fertile lands. The aim of this study is to investigate the problems experienced by the refugees from the occupied East and South territories. Immigration and settlement policy of Ottoman Empire and Turkish Republic, and settlement problems will be examined in the light of available written sources, on-site interviews and primary sources of the Republic Archive of Prime Ministry. On-site interviews with witnesses will be presented.
