DEMOKRAT PARTİ İKTİDARININ İLK DÖNEMİ VE REFİK KORALTAN (1950-1954)

Özet
Refik Koraltan, Osmanlı Devleti’nin son döneminde doğmuş ve Cumhuriyet’inkuruluşundan başlayarak, 27 Mayıs 1960 Askeri Darbesine kadar aktif siyasihayatın içinde yer almış bir devlet adamıdır. 7 Haziran 1945 tarihinde CHPiçerisinde genel itibariyle liberalleşmeyi talep eden reformlar yapılmasını öngören‘Dörtlü Takriri’ veren isimler arasında yer almıştır. Koraltan, CHP tarafından 27Kasım 1945 tarihinde partiden çıkarılmıştır. 6 Ocak 1946 yılında DemokratParti’nin kurucuları arasında yer almış ve 1946 Genel Seçimlerinde Demokrat Partiİçel Milletvekili olarak seçilmiştir. 1950 Genel Seçimlerde iktidara gelen DemokratParti döneminde Refik Koraltan, TBMM Başkanı olarak görev yapmıştır. 27 MayısAskeri Darbesi ile siyasi hayatı son bulmuştur. Bu çalışmada 1950-1954 yıllarıarasında Demokrat Parti iktidarı döneminde yaşanan gelişmeler ve Demokrat Partikurucularından olan Koraltan’ın söz konusu dönemde yaşanan gelişmelere karşıtutum ve düşünceleri incelenmeye çalışılmıştır. 1950 seçimleri sonucundaCumhuriyet Halk Partisi, iktidarı Demokrat Partiye bırakmıştır. Demokrat Partideyapılan iş bölümüne göre dört kurucudan Celal Bayar Cumhurbaşkanlığı, AdnanMenderes Başbakanlık, Fuat Köprülü Dış İşleri Bakanlığı ve Refik Koraltan TBMMbaşkanlığı görevlerine gelmişlerdir. 1950-1954 döneminde; Bulgaristan’dan göçeden Türkler, Millet Partisinin kapatılması, Basın Kanunu, Af Kanunu, KoreSavaşına Türk askerinin gönderilmesi, iktidar ve muhalefet partileri arasında zaman zaman meydana gelen tartışmalar başta olmak üzere birçok konu gündemi meşguletmiştir. Çalışmada Demokrat Parti ve parti nezdinde TBMM’si Başkanı olarakRefik Koraltan’ın olaylara karşı tutum ve düşünceleri değerlendirilmeyeçalışılmıştır.
Abstract
Refik Koraltan is a statesman who was born in the last period of the Ottoman State and was involved in active political life from the foundation of the Republic until the Military Coup on 27 May 1960. He was among the persons that gave the "Quartet Motion", which required reforms demanding liberalization within the CHP on 7 June 1945. Refik Bey was removed from the Republican People’s Party on 27 November 1945. He was one of the founders of the Democrat Party on 6 January 1946 and was elected as the Democrat Party Icel Deputy in the 1946 General Elections. During the period of Democratic Party, which came to power in the 1950 General Elections, Refik Koraltan served as the Turkish parliamentary speaker. His political life ended with the 27 May military coup. In this study, the developments that took place during the Democratic Party in power between 1950 and 1954 and the attitudes and thoughts of Refik Koraltan, one of the founders of the Democratic Party, were tried to be examined. As a result of the 1950 elections, the Republican People's Party left the power to the Democratic Party. According to the division of labor among the four founders of the Democratic Party, Celal Bayar became the President, Adnan Menderes became as the Prime Minister, Fuat Köprülü became as the Minister of Foreign Affairs and Refik Koraltan became as the Parliamentary Speaker. During the 1950-1954 period, many subjects including Turks who migrated from Bulgaria, the Closure of the Nation Party, the Press Law, the Amnesty Law, the dispatch of Turkish soldiers to the Korean War, and the occasional debates between the ruling party and opposition parties occupied the agenda. In the study, it was tried to evaluate the attitudes and thoughts of Refik Koraltan towards the happennings as the Parliamentary Speaker.
