Özet
1945-1950 yılları arasında Cumhuriyet Halk Partisi’nin din ve din eğitimi ile ilgilikonuları gündemde tutarak önceki dönemlerden farklı bir siyaset izlemiş olması,Türkiye’nin daha liberal seçim sürecine girmesinin bir sonucu olduğunu söylemek yanlışolmaz. Bu bağlamda medrese eğitimi almış bir profesör olan Şemseddin Günaltay’ın1949 yılında Başbakanlık makamına getirilmiş olması, CHP’nin muhafazakâr seçmenkitlesini kazanmaya yönelik seçim yatırımı olduğuna dair yorumlar yapılmıştır.Demokrat Parti, iktidar olduğu ilk yıllarından itibaren eğitimde milli kültürdeğerlerini tanımlarken Cumhuriyetin ilanından itibaren taviz verilmeyen laiklikkonusunu iç ve dış gelişmeleri de gözeterek yeniden ele almıştır. Bu bağlamda DPiktidarı, kendi tabanının istek ve beklentilerini karşılayacak mukaddesatçıpolitikaları yürürlüğe koyarken, eğitimi Osmanlı döneminde yetişmiş ulema vetarikat şeyhlerine bırakmamak için kamusal faaliyetlere yönelmiştir. DP’nineğitimde hangi modele ağırlık verdiğine dair sübjektif değerlendirmeler bir kenarabırakılacak olursa eğitimin hedef ve içerik yönünden daha liberal ve küresel boyutataşımak için gayret edildiği açıkça görülür.Bu çalışmada DP’nin eğitim politikalarında dinin yeri ve önemi ortaya çıkarılmayaçalışılmıştır. Bu bağlamda din derslerinin ilkokul ve ortaokul müfredatında yeralması, İmam-Hatip okullarının açılması, Yüksek İslam Enstitüleri’nin kurulmasıgibi konular ele alınarak dinin yeniden inkişafı söyleminin DP iktidarı için ne kadargeçerli olduğu sorgulanmıştır.
Abstract
It would not be wrong to say that the Republican People Party’s adoption of a different policy from those in the previous period by keeping religion and religious education on the agenda between the years 1945-1950 is a result of Turkey’s heading for a more liberal election process. In this context, the appointment of Şemseddin Günaltay, a professor with a madrasah education, to the office of the Prime Minister in 1949, has been evaluated as the RPP’s election investment aimed at winning the conservative electorate. While defining national cultural values in education since the first years of its rule, the Democrat Party reconsidered the issue of secularism, which had no concession had been made to since the proclamation of the Republic, by taking into account internal and external developments. Accordingly, the DP government implemented religious policies to meet the demands and expectations of its own base while adhering to secularism in order not to leave education to the ulama and religious sheikhs who had been educated during the Ottoman period. Aside from the subjective evaluations as to which model DP focused on in education, it is clear that it made efforts to move education towards a more liberal and global dimension in terms of objectives and content. This study aims to reveal the importance of religion in the DP’s educational policies. By extension, it questions the validity of the discourse on religion’s revival attempts by the DP government by focusing on the issues like the inclusion of religious lessons into primary and secondary school curricula, opening of Imam- Hatip schools and establishment of the Higher Islamic Institutes.
