Özet
Osmanlı Devleti’nin modernleşme çağından beri devleti yönetenler yurt içiseyahatlere çıkarak halka aracısız görüşmeye ve onların sorunlarını ilk ağızdandinleyerek çözüm üretmeye çabalamışlardır. Cumhuriyetin kuruluşundan hemenönce Millî Mücadele’nin lideri Mustafa Kemal Paşa, Anadolu’da gezilere çıkarakhalkla görüşmelerde bulunmuş ve bu geleneği 1923 yılında Cumhurbaşkanıseçilmesinden sonra da devam ettirmiştir. 1938 yılında genç TürkiyeCumhuriyeti’nin devlet yönetiminde önemli değişime sahne olmuş ve kurucu liderMustafa Kemal Atatürk’ün ölümünden sonra yerine İsmet İnönü Cumhurbaşkanıseçilmiştir. II. Dünya Savaşı tehdidinin günden güne arttığı bir dönemde devletinbaşına geçen İsmet İnönü’nün Cumhurbaşkanlığı olumlu karşılanmış, MustafaKemal Atatürk’le uzun yıllar beraber çalışması bir anlamda devletin sürekliliğiaçısından bir teminat olarak değerlendirilmiştir. İnönü, Cumhurbaşkanıseçilmesinden kısa bir süre sonra ilk yurt içi seyahatini Karadeniz bölgesinedüzenlemiştir. Başbakanlıktan ayrılmadan önce planladığı ve görevdenayrılmasından sonra gerçekleştiremediği Kastamonu’dan seyahatine başlayanİnönü, Zonguldak’tan Karabük’e, Çankırı’dan Bartın’a kadar uğradığı bölgelerdehalkın dertleri ve şikâyetleriyle ilgilenmiştir. Bu çalışmada Atatürk’ün ölümünütakip eden günlerde yapılan bu seyahatte aynı zamanda bir büyük liderin ardındanyerine geçen İnönü’nün halk tarafından nasıl algılandığı ve halkın yeniCumhurbaşkanı’ndan beklentilerini ortaya çıkarmak amaçlanmıştır.
Abstract
Since the modernization period of the Ottoman Empire, the rulers of the state have gone on domestic trips and tried to negotiate with people without intervention and found solutions by listening them directly. Just before the foundation of the Republic, Mustafa Kemal Pasha, the leader of the National Struggle, made trips to Anatolia and held meetings with the public, and continued this tradition after his election as President in 1923. The year, 1938 witnessed significant changes in the administration of the young Republic of Turkey and İsmet Inonu was elected as president after the death of the founding leader, Mustafa Kemal Ataturk. During the period in which the threat of World War II increased, the presidency of İsmet İnönü was welcomed thanks to the collaboration and co works he had with Mustafa Kemal for a long time and it was considered as a guarantee for the continuity of the state. İnönü organized his first domestic trip to the Black Sea region shortly after his election as President. İnönü, who started his journey from Kastamonu which he had planned and could not made before leaving the Prime Ministry, was concerned with the problems and complaints of the people in the regions while visiting Zonguldak, Karabük, Çankırı and Bartın. In this study, it was aimed to reveal how İnönü was perceived as the successor president by the people after the great leader Atatürk's death. this study also aims to reveal the expectations of the people from the new President, Ismet İnönü.
