Özet

Bu çalışma, Türk istihbaratının uzun bir zaman dilimine yayılan modern istihbarata geçiş süreci çerçevesinde, Türk istihbaratındaki modernleşme çabalarının Türkiye’de demokrasi düşüncesi ve uygulamalarının tarihi gelişim sürecine ne şekilde katkı yaptığını ortaya koymayı amaçlamaktadır. İstihbarat faaliyetlerinin yasal zemine oturtulması ve kurumsallaştırılması demokrasi uygulamalarının tamamlayıcı unsurlarından biridir. Bu bağlamda; I. Abdülhamid, III. Selim, II. Mahmud, Sultan Abdülmecid, Sultan Abdülaziz ve II. Abdülhamid dönemlerinde istihbarat işlerinin kurumsal ve yasal çerçeveye oturtulması çabaları; İttihat ve Terakki’nin Osmanlı İmparatorluğu’nun yönetimindeki etkisinin giderek arttığı dönemde ilk kurumsal istihbarat organizasyonu Teşkilat-ı Mahsusa’nın kurulması ve Milli Mücadele döneminde istihbarat faaliyetlerinin belirli yasa ve yönetmelikler doğrultusunda yürütülmesine özel önem verilmesi gibi konular bu çalışmanın inceleme alanı içerisine girmektedir. Çalışmada bu konular, tarih ve istihbarat disiplinlerinin metotlarını gözeten disiplinlerarası bir yaklaşımla ve tarihsel süreklilikler de göz önünde bulundurularak değerlendirilmektedir. Böylece Türkiye’de demokrasinin yerleşmesi sürecinin bir de istihbari boyutunun bulunduğu tarihsel olgularla açıklanmaktadır.

Abstract

This study aims to demonstrate, in what way the modernization efforts of Turkish intelligence contributed to the development of democratic thought and practice in Turkey within the framework of transition to modern intelligence which had spanned a long period of time. Forming a legal base for intelligence activities and institutionalizing of intelligence are complementary elements of democracy practices. In this context, the efforts to put intelligence affairs within the legal and institutional framework during the period of Abdülhamid I, Selim III, Mahmud II, Sultan Abdülmecid, Sultan Abdülaziz and Abdulhamid II; the establishment of the first institutional intelligence organization (Teşkilat-ı Mahsusa) during the period when the influence of the Committee of Union and Progress in the administration of the Ottoman Empire gradually increased; and, paying special attention given to the execution of intelligence activities in the period of the Turkish National Struggle (Turkish War of Independence) in line with certain laws and regulations were within the analysis area of this study. In this study, these issues are evaluated with an interdisciplinary approach that takes into account the methods of history and intelligence disciplines, considering historical continuities. Thus, it is aimed to explain by the historical facts that there is also an intelligence dimension in the process of establishing democracy in Turkey.
