ÜRETİM VE TİCARET BAĞLAMINDA MENDERES DÖNEMİNDE TÜRKİYE’DE PAMUK TARIMI (1950-1960)

Özet
I. Menderes Hükümetinin kurulduğu 22 Mayıs 1950’den, darbeyle yönetimden uzaklaştırıldığı 27 Mayıs 1960’a kadar, üretim ve ticaret bağlamında Türkiye’de pamuk tarımıyla bunun ekonomiye olan katkıları makalenin konusunu teşkil etmektedir. Çalışma, Menderes Döneminde pamuk üretimi (1950-1960) ve pamuk ticareti (1950-1960) şeklinde iki başlık halinde sayısal verilerle ele alınmıştır. Makalenin kaynaklarını; Cumhuriyet Arşivi Belgeleri, Türkiye Büyük Millet Meclisi kanunlar ve tutanak dergileri, Zabıt Ceridesi; Resmî Gazete, Ayın Tarihi, istatistik yıllıkları, tarım ve ekonomi dergileriyle gazeteler oluşturmaktadır. Konu incelenirken, Menderes Dönemi Türkiyesi ile Dünya’nın pamuk tarımı konusunda yaşanan gelişmeleri göz önüne getirilerek gerekli değerlendirmeler yapılmıştır. Menderes yönetiminin iktidara gelmesinin ardından pamuk ekimi ve ticaretinin geliştirilmesine yönelik çalışmalar başlatılmıştır. İlk etapta, dünyadaki emsalleriyle rekabet edebilecek kapasitede geliştirilen çırçır ve selektör makineleri, maliyet ve enerjiden tasarruf yapmasının yanı sıra iş hacmini de genişletmiştir. Ayrıca pamuğun ekim, üretim, iç piyasa ve ihracat durumunu istişare edip sorunlarına çözüm yolları bulmak amacıyla 15 Mart 1951’de Ankara’da bir toplantı düzenlenmiştir. Dahası, adı geçen mahsulün sulanma, tohum ıslahı ve zararlılarıyla yapılan mücadele ve alımında yüksek fiyat politikasının uygulanmasının üretim ve ihracatı tetiklemesi, milli ekonomiye katkılar sağlanmasına yol açmıştır.
Abstract
This study addressed cotton production and trade and its contributions to Turkey’s national economy from the foundation of the First Menderes Government (May 22, 1950) to the 1960 coup d'état, which overthrew it. The study discussed the topic under two headings: (1) cotton production and (2) cotton trade during the Menderes Period (1950-1960). Data was collected from the Presidency Republican Archive Documents, laws and minutes journals from Grand National Assembly of Turkey, the memorandum diary, the Official Gazette, the magazine of “Ayın Tarihi,” statistical annuals, agriculture, and economy journals, and newspapers. The study also took into account the developments in global cotton agriculture while evaluating the cotton production and trade in Turkey during the Menderes Period. The Menderes Government took steps to improve cotton production and marketing. First, ginning and selector machines competing with their counterparts in the world were introduced. Those machines allowed both cost and energy savings and expanded the volume of production. A meeting was held in Ankara on 15 March 1951 to discuss cotton cultivation, production, domestic market, and exports and resolve possible issues. Moreover, irrigation, seed improvement, pest control, and the state purchasing the produce at high prices boosted the cotton production and exports and contributed to the national economy.
