THE RATIONALIZATION APPROACH OF MAX WEBER AND REGULATION OF PERFORMANCE SYSTEM IN TURKISH HEALTH SECTOR

Özet

Rasyonelleşme süreçleri bürokratik yapıların daha etkin bir şekilde çalışmalarını beraberinde getirmekle birlikte değerler bağlamında çeşitli sorunlar oluşturmaktadır. Bu sorunlar biçimsel rasyonalite üzerinden yürütülen sürecin irrasyonel/mantıksız sonuçları beraberinde getirmesi ile birlikte bir "anlam kaybı" ve "değer kaybı" olarak da karşımıza çıkmaktadır. Türkiye'de sağlık sektörünün daha etkin çalışması için uygulanan performans sisteminin de Weber'in bu yaklaşımını destekler mahiyette sonuçlar oluşturduğu gözlemlenmektedir.

Abstract

Rationalization process entails to a more efficient bureaucratic structure. Nonetheless, this process also brings certain problems. Since the process uses formal rationality, it causes disenchantment and byproducts of irrational results. In Turkey, the performance based suplementary payment system, aimed a more efficient health sector, and the results of this rationalization process endorse Weber's approach.
