Özet
Bu çalışmada 4691 sayılı Teknoloji Geliştirme Bölgeleri (TGB) Kanunu kapsamında TGB'lerin yönetimi ve işletmesinden sorumlu yönetici şirketlerin arge ve yenilikçi etkinliklerinin değerlendirilmesi amaçlanmaktadır. Bu doğrultuda 2014 yılı verileri ile 39 TGB yönetici şirketinin ar-ge ve yenilikçi etkinliği veri zarflama analizi yöntemi ile değerlendirilmiştir. Etkinlik ölçümünde dört girdi (anahtar personel sayısı, firma sayısı, paydaş üniversite puanı, ilin inovasyon endeks puanı) ve iki çıktı (ar-ge gelirleri, toplam fikri mülkiyet sayısı) kullanılmıştır. Çalışma sonucunda CCR modeline göre 13, BCC modeline göre 24 TGB etkin bulunmuştur.
Abstract
In this study, it is aimed to evaluate the R & D and innovative efficiency of management companies responsible for the management and operation of TDZ under the law no. 4691 Technology Development Zones (TDZ). Accordingly, data of 2014 and R&D and innovative efficiency of 39 TDZ management companies are evaluated by data envelopment analysis method. Four inputs (key number of personnel, number of companies, share holder university score, and innovation index score of the province) and two outputs (R&D revenues, total number of intellectual property) are used in measuring efficiency. As a result of the study, 13 TDZs were determined to effective by CCR model, and 24 TDZs are determined to be efficient by BCC model
