BÖLGESEL KALKINMADA KÜMELENMELERİN ROLÜ: BARTIN İLİ AYAKKABICILIK SEKTÖRÜ ÖRNEĞİ1

Özet

Son yıllarda hemen hemen bütün ülkelerin bölgesel kalkınma politikalarında ve rekabet stratejilerinde yer alan ve büyük önem arz eden "kümelenme" kavramı sıkça karşılaşılan bir yöntem olarak karşımıza çıkmaktadır. Bu çerçevede çalışmada temel olarak belirli bir sektörde kümelenme modelinin uygulanması ile bölgesel kalkınmaya etkileri araştırılmaktadır. Bu açıdan; Bartın İli ayakkabıcılık sektöründe faaliyet gösteren işletmelerin kümelenme potansiyelini ölçmek amaçlı 3 yıldız analizi ve anket uygulaması olmak üzere iki analiz gerçekleştirilmiştir. 3 yıldız analizi sonucu sektörün "potansiyel küme" kategorisinde yer aldığı tespit edilirken, anket uygulaması sonucu ayakkabı işletmecilerinin kümelenme modeline karşı olumlu tavır sergiledikleri ancak iş birliği konusunda güven başta olmak üzere çeşitli problemler yaşadıkları gözlemlenmiştir. Ayrıca potansiyel küme olarak tespit edilen sektörün IPA II. Döneminde "Rekabetçi Sektörler Programı" teşvik kapsamında olması hem işletmeler açısından hem de bölgenin kalkınması açısından büyük bir avantaj oluşturmaktadır. Bu açıdan sektör bu teşvik kapsamı çerçevesinde incelenmiştir

Abstract

In recent years, the concept of "clustering", which is very important in the regional development policies and competition strategies of almost all countries, has emerged as a frequently encountered method. In this framework, the effects of the cluster model in a particular sector on the regional development are investigated. In this framework, the effects of the cluster model in a particular sector on the regional development are investigated. From this point; Two analyzes were carried out, namely 3 stars analysis and questionnaire application, in order to measure the clustering potential of the companies operating in Bartın shoemaking sector. As a result of the three-star analysis, it was found that the sector was included in the “potential cluster category” and, it was observed that the footwear companies after the survey application had a positive attitude towards the cluster model but that they have experienced various problems like trust concerning business cooperation. In addition, the fact that the sector identified as potential cluster is in the scope of Competitive Sectors Incentive Program in IPA II period is a great advantage both in terms of business firms and development of the region.
