Özet

Rasyonel vergi sistemi ile vergi politikasının hedeflerinin gerçekleştirilmesi amaçlanmaktadır. Vergi politikasının mali amacı, kamu hizmetlerinin finansmanına yönelik gelir sağlamaktır. Mali olmayan amaçlar arasında ise, ekonomideki konjonktürel (ya da yapısal) fiyat hareketlerinin bertaraf edilmesi; gelir dağılımının iyileştirilmesi; iktisadi kalkınma ve ekonomik büyümenin gerçekleştirilmesi ve son olarak tam istihdamın gerçekleştirilmesi yer almaktadır. Çalışmada, teorik vergileme ilkeleri ve rasyonel bir vergi sisteminin temel kriter ve amaçlarına yer verilmekte ve bu kriterlere göre gelir vergisi sistemi analiz edilmektedir. Ülkemizde gelir vergisi uygulaması açısından, mali ve iktisadi amaçların ön planda olduğu görülmekte; gün geçtikçe sosyal amaçlar önemini kaybetmektedir. Vergi idaresi mali amaç bağlamında “olağan vergi kaynaklarını” vergilemeye devam ederken, iktisadi amaçla vergisel ayrıcalıkları genişletme eğilimindedir.

Abstract

With the rational tax system, it is aimed to achieve the goals of the tax policy. Fiscal purpose of the tax policy is to produce revenue for financing the public services. Among the extrafiscal purposes are elimination of cyclical (or structural) price movements in the economy; improving the current income distribution; achieving economic development and economic growth and finally achieving the full employment. In this paper, the theoretical taxation principles and a rational tax systems’ basic criteria and goals are discussed and income tax system is analyzed according to these criteria. In our country, in terms of income taxation, it is seen that while social goals are losing their importance day by day, financial and economic objectives are at the forefront. While the tax administration continues to tax “the ordinary sources of tax” for fiscal purposes, it tends to expand taxation privileges for economic purposes.
