Özet
Akademik alanda tartışılsa da hasta güvenliği ve uçuş emniyeti uygulamaları birbirine çok yaklaşmış durumdadır. Bu durum ulusal üstü örgütlerin düzenlemelerinde olduğu gibi, Türkiye’de yürürlükteki mevzuatta da görülmektedir. Makale’de, hasta güvenliğini amaçlayan ve sağlıkta kalite şemsiyesi altındaki yerel düzenlemelerin içerik, esas ve şekil itibariyle havacılık sektörü uygulamalarına yaklaştığı gerçeği somutlanmaya çalışılmış ve yorgunluk risk yönetimi başlığı altında pilotlara yönelik yürürlükteki düzenlemelerin sağlık meslek mensupları açısından mevcudiyeti araştırılmıştır. Türkiye’de, pilotların yorgunluk risk yönetimi açısından gözetildiği uygulamaların yeterli olup olmadığının tartışılması makalenin sınırlılıklarındandır. Ancak biz, sağlık meslek mensuplarının yorgunluk risk yönetimi açısından sadece Türkiye’de değil, evrensel ölçekte de gözetilmediği kanısındayız ve düşünmekteyiz ki, bu yöndeki tartışma ve çalışmalar ne kadar erken başlatılırsa, hastanın sağlık hakkına erişimiyle sağlık meslek mensuplarının yorgunluk risk yönetimi çalışmaları arasındaki denge o ölçüde doğru kurulacaktır.
Abstract
Although discussions continue in the academic field, patient safety and flight safety regulations are very close to each other today. This nighness is remarkable in the regulations of Turkey, as well in the regulations of supranational organizations. In the article, the fact that the local regulations aiming at patient safety and under the umbrella of quality in health approach the aviation sector practices in terms of content, principle and form has been tried to be embodied. In the article, we aimed to embody the expressed regulative nighness of two sectors’ in terms of content, principle and form as wording of safety under the umbrella of quality, and tried to explore the existence of the fatigue risk management system about the healthcare professionals, which is currently available for pilots. It is in the limitations of the article to discuss whether the regulations on the fatigue risk management of pilots in Turkey are efficient or not. However, we are of the opinion that healthcare professionals are not accentuated professionals in terms of fatigue risk management not only in Turkey but also on a global scale. In our opinion, the sooner discussions and studies in this issue are initiated, the more accurate and fair balance between the patient's access to the right to health and preventive actions about healthcare professionals’ fatigue risk management will be established.
