Türk ve Dünya Üniversitelerinin Etik Kodları Üzerine Bir İnceleme

Özet
Yükseköğretimde tartışılan konular arasında olan etik standartlar Covid 19 dönemde uzaktan eğitime başlanmasıyla daha fazla gündeme gelmiştir. Bu çalışmanın amacı belirlenmiş çeşitli ölçütlere göre Türk ve Dünya üniversitelerde, örgüt içi etik eylemleri düzenlemek için belirlenen genel etik ilkelerin varlığını incelemektir. Ayrıca bu çalışma pandemi sürecinde, uzaktan eğitim le başlayan değişimin etik ilkelere yansımasını incelemektir. Türkiye’deki 16 üniversite Yükse köğretim Kurulu’nun 2019 üniversiteler sıralamasına göre; diğer ülkelerdeki 16 üniversite ise THE 2021 sıralamasına göre belirlenmiştir. Bu araştırmada nitel araştırma yöntemlerinden temel nitel araştırma kullanılmıştır. Veriler üniversitelerin internet sitelerinden ve elektronik posta iletişi miyle elde edilmiştir. Yapılan incelemede ele alınan üniversitelerin farklı isimlerle de olsa yazılı etik ilkelere sahip olduğu görülmüştür. En yaygın temaların insan hakları ve özgürlüğüne saygı, bilimsel ortam, öğretme-öğrenme ve soru sorma özgürlüğü olduğu görülmüştür. Etiğin öğreni lebilen ve geliştirilebilen bir değer olmasından yola çıkılarak etik ihlallerin gerekli eğitimlerle, sürekli hatırlatmalarla, topluluklar kurarak ve öğretim üyelerinin özeniyle giderilebileceği ya da azaltılabileceği çalışmanın önerileri arasındadır.
Abstract
Ethical standards, which are among the topics discussed in higher education, have become more on the agenda with the start of distance education in Covid 19 period. The aim of this study was to examine the existence of general ethical principles determined to regulate ethical actions within the organization in Turkish and World universities according to various criteria. In addition, this study examined the reflection of the change that started with distance education on ethical prin ciples during the pandemic process. Top sixteen universities in The Council of Higher Education 2019 Ranking from Turkey and top sixteen universities in THE 2021 Universities ranking from the other countries were reviewed. Basic qualitative research, one of the qualitative research methods, was used in this study. The documents were collected via internet sites and e- mails of given universities and analyzed. Having reviewed the documents, researchers were found out that all the universities reviewed have code of ethics; albeit with different names. It was revealed that the most common themes were respect for human rights and freedom, building scientific environment, freedom of teaching and learning inquiry. Having the belief that ethics was a lear nable and sustainable value, researchers suggested that ethics violations can be eliminated or diminished through some precautions such as giving lectures, consistent monitoring, student clubs and diligence of the lecturers.
