Özet

Ülkelerin siyasal rejimleri, yöneten ve yönetilenler arasındaki ilişkiler doğrultusunda farklılıklar gösterir. Sovyetler Birliği’nin dağılmasından sonra ortaya çıkan rejim türleri “hibrid” olarak adlandırılabilir. Zira bu rejimlerde aynı zamanda otokroatik ve demokratik kurumlar/kurallar varlığını sürdürür. Bu süreçte petrol veya doğal gaz zengini olan eski Sovyet ülkelerinde siyasi iktidarlar bu kaynakların ihracatından elde edilen gelir doğrultusunda otoriter rejimler kurmaya çalışmıştır. Yer altı zenginliklerine sahip olmayan ve demokratik konsolidasyon sürecini tamamlayamayan ülkelerde ise siyasal elit tarafından kıt kaynakların paylaşılması söz konusu olmuştur. Dolayısıyla bu ülkelerin ekonomik düzeyleri siyasal rejimlerin şekillenmesinde önemli rol oynamıştır. Liderlerin yönetim tarzının da etkili olduğu Kırgızistan’da ise siyasal rejim dönemlere göre farklılıklar sergilemiştir. Fakat demokratik çizgiden sapan tüm rejimler de halk ayaklanmaları nedeniyle iktidarlarından el çekmek zorunda kalmışlardır.

Abstract

The political regimes of the countries differ in terms of the relations between the rulers and the ruled. The types of regimes that emerged after the collapse of the Soviet Union can be called "hybrid". Because these regimes also include autocratic and democratic institutions/rules. In this process, the political regime in the former Soviet countries, which are rich in oil or natural gas, tried to establish authoritarian regimes in line with the income obtained from the export of these resources. In countries that do not have underground riches and cannot complete the democratic consolidation process, scarce resources have been shared by the political elite. Therefore, the economic levels of these countries played an important role in shaping the political regimes. In Kyrgyzstan, where the management style of the leaders is also effective, the political regime has shown differences according to the periods. However, all regimes that deviated from the democratic line had to withdraw from their power due to popular uprisings.
