The Sugar Industry and the Objective Function of the State in the Establishment Period

Özet

Bu çalışmanın amacı Türkiye’de cumhuriyetin kuruluş yıllarındabir fail olarak devletin davranışını iktisadi açıdan araştırmaktır. Buamacın temelinde ise 1923-1938 döneminde Türkiye’nin iktisadikalkınmasının, iktisadi tasarım ile açıklanmasını olanaklı kılacakbir yaklaşım oluşturmak yatmaktadır. İktisadi tasarımda önce amaçdaha sonra amaca uygun mekanizma tasarlanır. Bu çalışmada,Türkiye’de cumhuriyetin kuruluş yıllarındaki iktisadi tasarımailişkin yalnızca amaç fonksiyonuna dair tespitler yapılmasıhedeflenmiştir. Çalışmanın kapsamı yalnızca şeker sanayi ilesınırlandırılmıştır ve devletin şeker sanayindeki davranışınınkalkınma sürecindeki genel davranışa aykırı olmadığı kabuledilmiştir. Devletin iktisadi açıdan davranışını açıklayabilmekamacıyla şeker sanayine ilişkin hemen hemen tüm kanun metinlerive önemli raporlar, arşiv çalışması da yapılarak incelenmiş vekanun metinlerinin ve raporların hangi amaca yönelik olduğusaptanmaya çalışılmıştır. Ayrıca döneme ilişkin ilgili iktisadiveriler de sunulmuştur. Çalışma ile şeker sanayine ilişkin tespitleredayanarak hedefler belirlenmiş ve bu hedeflerin ima ettiği amaçlarortaya çıkarılmıştır.

Abstract

The aim of this study is to investigate the behavior of the State as an agent in Turkey in the years of establishment of the Republic. At the basis of this goal, there is an approach that makes it possible to explain economic development of Turkey during the period 1923-1938 by economic design. In economic design, firstly the objective function is determined, and then the proper mechanism is designed for the objective function. In this study, it is only intended to make determinations regarding the goal function for economic design in the establishment years of the Republic of Turkey. The scope of the work is limited to the sugar industry only and it is recognized that the government’s behavior in the sugar industry is not contrary to the general behavior in the development process. In order to be able to explain the State’s economic behavior, almost all legal documents and important reports about the sugar industry have been examined through archival studies and it has been tried to determine the purpose of the legal documents and reports. In addition, related economic data about the period are also presented. Based on the findings of the study with respect to the sugar industry, targets are identified and the goals that those targets implied are revealed.
