Özet
Atıksu inşaat ve tesisat işlerinde genellikle kullanılan teklif birim fiyat ihale yönteminegöre; yükleniciler kendi strateji ve hedefleri doğrultusunda bazı pozlar içinyüksek fiyat indirimleri teklif ederken bazı pozlar için ise yüksek fiyat artışları teklifederek dengesiz teklif durumu oluştururlar. Bu durumda yüksek fiyat teklif edilenpozlardan daha fazla, düşük fiyat teklif edilen pozlardan ise daha az ya da dahadüşük kalitede imalat yapma eğilimi olabilmektedir. Bu çalışmada; klasik kullanılanyönteme alternatif olarak bir puanlama sistemi oluşturulmuş, oluşturulan buyöntemle ihalesi yapılan işe ait birim fiyat teklif cetvelinde yer alan pozlara sunulanaşırı düşük ya da yüksek tekliflerin yüksek puan alması engellenerek ortalamaya yakınteklif veren yüklenicilerin daha yüksek puan alması hedeflenmiştir. Bu yöntemle;ihale teklif fiyatlarının daha dengeli bir şekilde oluşturulabileceği işin kalitesininarttırılabileceği, yüklenici iflası gibi durumlarda yüklenicilik ifasının kesintiye uğramasınıönleme konusunda fayda sağlanabileceği düşünülmektedir.
Abstract
According to the bid unit price tender method generally used in wastewater construction and treatment works contractors offer high price reductions for some unit price items in line with their own strategy and goals, while creating high price increases for some items, creating an unbalanced offer situation. In this case, there may be a tendency to perform more for high priced items, and less for vice versa. In this study; as an alternative to the classical method, a scoring system has been generated, and with this method, it is aimed the contractors who give close to average bids to get higher scores by preventing other contractors who offer excessive low or high bids for the unit price items. With this method; it is thought that tender offer prices can be offered in a more balanced way, the quality of the work can be increased, and in cases such as contractor bankruptcy, it can be beneficial to prevent any interruption in contractor’s performance.
