ARŞİV BELGELERİNE GÖRE OSMANLI‐POLONYA İLİŞKİLERİNDE ESİRLER (1916‐1923)

Özet

Birinci Dünya Savaşı’nın başlamasıyla birlikte savaşın kaçınılmaz sonuçlarından birisi de esirler olmuştur. Osmanlı Devleti’nin elinde bulundurduğu Polonyalı savaş esirlerinin durumu, konuyla ilgili aracı devletlerin tutumu, aydınlatıcı bilgiler vermektedir. Aynı şekilde Polonya’da bulunan Osmanlı savaş esirlerinin sağlıkları, hayatlarına nasıl devam ettikleri konuyla ilgili üçüncü ülkelerin tavırları ve bu konudaki çalışmaları konuya ışık tutacak muhtevadadır. Polonyalı subay Olgierd Gorka’nın İstanbul’daki çalışmaları sonucunda hükümetine sunduğu raporlar konuyu detaylandırıcı içeriğe sahiptir. Çylka Konig olayı ve diğer iyi niyetli karşılıklı çabalar sonucu Polonyalı sivil ve asker esirlerin ülkelerine dönmelerinin sağlanması sonucunda Polonya Hükümeti’nin teşekkürü ve yapmış olduğu jestler Türkiye‐Polonya ilişkilerinin artarak güçlenmesine katkı sağlamıştır. Bu çalışmada Osmanlı‐Polonya ilişkilerinde esirlerin önemi, esirlerin iki ülke arasında nasıl bağ oluşturdukları, iyi ilişkilerin başlaması ve gelişmesindeki etkileri ortaya konulmaya çalışılacaktır.

Abstract

With the beginning of the World War 1 one of the inevitable consequences of the war was the prisoners. The situation the Polish prisoners of war captured by the Ottoman Empire, the attittudes of the intermediary states related with the issue, Red Cross reports give us enlightening information. Likewise the health of Ottoman prisoners of war, how they survived, the attitudes of the intermediary states related with the issue was studied by the Red Crescent to shed light on this issue. The reports submitted by the Polish officer Olgierd Gorka to his government as a result of his studies in Istanbul has very elaborative content. Çylka Konig incident and repatriating Polish civilian and military prisoners after the other well‐intentioned mutual efforts resulted with Polish government’s acknowledgement and other gestures have been contributed Turkish – Poland relations to become stronger. In this study; I will present the importance of the prisoners in Ottoman – Poland relations, how the prisoners created a link between two countries, and the effects of the initiation and the development of good relations
