SİCİLL‐İ AHVÂL DEFTERLERİNE GÖRE BARTIN DOĞUMLU MEMURLAR

Özet

Sicill‐i Ahvâl Defterleri, II. Abdülhamit döneminin ilk yıllarından itibaren devlet hizmetinde çalışan tüm memurların biyografilerinin kaydedildiği ve hizmetlerindeki değişikliklerin takip edildiği defterlerdir. Yakın dönem Osmanlı bürokrasi tarihi araştırmaları için ana kaynak niteliğinde olan bu defterler, bir taraftan müslim‐gayrimüslim her kademeden devlet memurunun birer biyografisini sunarken, diğer taraftan devletin idarî, malî ve eğitim sistemi hakkında önemli bilgiler vermektedir. Bu bilgilerle devletin siyasi ve mali durumunu devlet adamlarının faaliyetleri üzerinden değerlendirmek mümkün olacaktır. Bu çalışmada, Sicill‐i Ahvâl kayıtlarından tespit edilen Bartın doğumlu 40 memur ele alınacaktır. Öncelikle memurların isimleri, doğum tarihleri, baba ve sülale adları gibi kimlik bilgileri ortaya konulacaktır. Ardından aldıkları eğitim, bildikleri lisanlar, göreve başlama yaşları, hangi memuriyetlerde bulundukları, ne kadar maaş aldıkları, memuriyetleri süresince herhangi bir soruşturma geçirip geçirmedikleri ve ceza alıp almadıkları gibi bilgiler değerlendirilecektir. Böylelikle Osmanlı devlet kurumlarında görev almış olan Bartın doğumlu memurlar hakkında bilgi verilecek ve bu doğrultuda Bartın tarihine katkı sağlanacağı gibi söz konusu memurların gördükleri eğitim, yaptıkları memuriyetler ve aldıkları maaşlar üzerinden dönemin Osmanlı idari yapılanması hakkında bilgi sahibi olma imkânı doğacaktır

Abstract

Sicill‐i Ahvâl Registers, were the books in which all the officers’ biographies and their change in services are recorded and kept starting from the first years of II. Abdülhamit period. These books are the main sources for historical studies of recent era Ottoman bureaucracy and they provide not only the biographies of Muslim and non‐Muslim officers of each level but also informs us significantly about the governmental, financial and educational systems of the state. It will be possible to evaluate both the political and economic situations of the state over the officialsʹ services. In this study, 40 officers, born in Bartın and who are existed in the records of Sicill‐i Ahvâl were studied. As a beginning, their identity information such as names, date of birth, family names and father’s names are revealed. After that, some information about the education they had, the languages they knew, the ages they started working, the wages they earned and whether they had investigation and get punished or not is discussed. Thus, state officials who were born in Bartın will be introduced and a contribution will be made to the history of Bartın. Information will be given about the state officials born in Bartın and thus, not only a contribution is made to the history of Bartın but also there is an opportunity to have knowledge about Ottoman governmental organisation through the education, wages and services of the state officials previously mentioned.
