Özet

Demokrat Parti’nin gücünü büyük bir oy oranı ile pekiştirdiği 1954 seçimlerinden sonra üç yıllıkbir DP iktidarı yaşanmış ve ardından ağırlaşan siyasal,sosyal ve ekonomik koşullar karşısında1957’de erken genelseçimlerin yapılmasına karar verilmiştir. 1957 seçimlerinde DP’nin rakibi olanpartiler Cumhuriyet Halk Partisi, Cumhuriyetçi Millet Partisi ve yine DP’den kopan HürriyetPartisi’dir. Gerçekleştirilen seçimlerde her ne kadar CMP ve HP belli bir oy oranı ile meclistetemsil edilseler detıpkı 1954 seçimlerinde olduğu gibi DP‐CHP arasındakirekabet,seçim atmosferiüzerinde belirgin birtekel oluşturmuştur. Bu seçimlerde DP 1950 ve 1954 seçimlerine göre barizbir oy kaybına uğrarken, CHP ve CMP oylarını belirgin bir şekilde artırmış ve seçimlereilk defakatılan HP de kendi ölçeğinde bir başarıelde edebilmiştir. Ancak liste usulü basit çoğunluk sisteminden dolayı DP mecliste yine çoğunluğu yakalayarak 27 Mayıs Askeri Darbesi olana kadarsonkez iktidarın sahibi olmuştur. Makalede 1957 genel seçimleri öncesinde ve sonrasında yaşanan olaylar çerçevesindeseçimlerinortaya çıkardığısonuçlar değerlendirilecektir. Türk siyasal yaşamına ve demokratikleşme olgusunaseçimlerin olumlu ya da olumsuz anlamda yaptığıetki analiz edilmeye çalışılacaktır. Makalede bazıgazetelerden, TBMM Tutanak Dergisi’nden, bazı hatıralardan, telif ve tetkik eserler iletezlerdenfaydalanılacaktır.

Abstract

After thelandslide victory of Democrat Party in 1954 elections, a rule of Democrat Party for a three‐yearsterm wasestablished which wasfollowed by burgeoning political,social and economic conditionsthat led the way forsnap polls of 1957. The rivals of DP were, Republican Nation Party and Freedom Party respectively of which thelatter wasseparated from DP. Though RNP and FP are polled rather well, the rivalry between DP and RPP shaped the overall characteristics of the polls. While the DP lost a considerablesum of votes, RPP and RNP are gained a significantsum. FP which wasrun forthe first timein the elections demonstrated a relatively remarkable perfor‐ mance. On the other hand, the election system which was based on “winner takes all” enabled DP to hold the power and supremacy in the parliament until the fall initiated by the coup of 1960. This study aims at evaluating theresults in terms of developments before and afterthe elections of 1957. The impact ofelections over Turkish political and democratization whether positive or not will beregarded. The article uses the minutes of Turkish Grand Assembly, the Journal of TBBM Minutes, newspapers, published works and dissertations.
