Özet

Bu makale, 2011 sonrası Suriye krizinin İsrail’e olan yansımalarını incelemektedir. Krizinilk dönemlerinde İsrailli karar alıcılar, minimum müdahale ile ülkelerinin ulusal çıkarlarını koruma gayreti içerisinde olmuşlardır. Bölgedeki barış eksikliğini Arap dünyasındademokrasi kültürünün zayıflığı ile ilişkilendiren karar alıcılar yaşanan gelişmeleri birtarafan bölgedeki demokrasi ve istikrara potansiyel katkıları nedeniyle olumlu değerlendirirken, diğertaraftan gelişmelerin İsrail açısından ortaya koyduğu/koyacağı potansiyelzorluklar nedeniyle olumsuz değerlendirmişlerdir. Bu karmaşık durumla başa çıkabilmek amacıyla ortaya koyduğu kırmızı çizgi politikası ile İsrail yönetimi en az zararla bölgede yaşayan gelişmelere dönük tepkiler geliştirmeyi amaçlamıştır. Bahsi geçen politikabirbirinden farklılaşan unsurlardan oluşmakla beraber, uzun vadede Suriye’de etkiliolması muhtemel aktörlerin İsrail açısından tehdit ortaya koyduğu yaklaşımı üzerindenkurgulandığı görülmüştür. İlerleyen süreçte bölgedeki güvenlik sorunlarının İsrail’edoğru genişlemesi nedeniyle İsrail yönetiminin krize dönük politikalarında bazı güncellemeler yaptığı görülmüştür. Bu güncellemeleri değerlendiren makalede üç temel fikirsavunulmaktadır: i. İsrail yönetimi, kriz bağlamında bölgesel güvenliğe katkılar sunmaktan ziyade öncelikli olarak ülkelerinin güvenliğine odaklanmaktadırlar; İkinci olarak ii.krize dönük müzakere, istişare ve uzlaşma yollarının ülkelerinin güvenliğine etkili vehızlı katkılar sunacağı yaklaşımına katılmamaktadırlar. İsrail yönetiminin, krize yönelikortaya koyduğu ilk politikaların ‘kırmızı çizgiler’ini belirlemek şeklinde olması da budurumunu kuvvetlendiren bir argüman olarak ortaya konulmaktadır.

Abstract

This article analyses the reflections of the Syrian Crisis on Israel in the post‐2011 era. In the early days of the crisis, Israeli decision‐makers tried to protect the national interests of their country with minimum held interference. On one hand, decision makers who con‐ textualized the lack of peace in the region with the weakness of democratic culture in the Arab World, evaluated the developments in the field positively due to their own potential for democracy and stability in the region. On the other hand, those decision makers nega‐ tively concluded these developments, as they were thought to be potential challenges for Israel. The Israeli government aimed to respond to these developments in the region through its red line policy with the objective to get as least as possible harmed within this complicated situation. This policy consists of elements that differfrom each other. In the long term, within the framework of possible actors in Syria, it could be observed that this mentioned policy is framed by the Israeli government. What stands out here is the gen‐ eral acceptance of the idea that these actors will pose a threat to Israel. In the course of the process, due to the expansion of security problems in the region towards Israel, it was seen that the Israeli government made some updates in its policies regarding to this spe‐ cific crisis. This article, which evaluates these updates argues two basic ideas: i. Firstly, the Israeli administration, in the context of the crisis, primarily focuses on the security of their country rather than its contributions to regional security; ii. Secondly, they do not partici‐ pate in the approach that negotiation, consultation and reconciliation processes would provide effective and rapid contributions to the security of their own country. The fact that the formation of the Israeli government of its initial policy on the crisis as ‘red lines’ is put forward as an argument that in turn reinforces this situation.
