DEMOKRAT PARTİ (DP) DÖNEMİNDE TÜRKİYE’DE PETROL ARAMA ÇALIŞMALARI VE PETROL POLİTİKALARII (1950-1960)

Özet
Bu araştırmada DP yönetiminin iktidarda kaldığı 14 Mayıs 1950 ile 27 Mayıs 1960 tarihleri arasında Türkiye'de petrol arama konusunda hükümetlerin yaptığı çalışmalar ve izlediği petrol politikaları ile bu politikaların ekonomiye olan yansımaları ele alınmıştır. Konu, Demokrat Parti (DP) döneminde Türkiye'nin farklı bölgelerinde yapılan petrol arama faaliyetleri ; DP döneminde Raman Dağı ve Garzan Bölgesinde yapılan petrol arama çalışmaları ve DP döneminde uygulanan petrol politikaları adı başlıkları altında üç bölümde incelemiştir. Petrol politikaları ve petrol arama çalışmaları ile bunların ekonomiye sağladığı katkılar incelenirken sayısal veriler üzerinden değerlendirmeler yapılmıştır. Araştırmanın konusu hakkında literatürde yer alan boşluklar birincil kaynaklardan yararlanılması yoluyla doldurulmuştur. Konu incelenirken dönemin Türkiye'si ile Dünyanın petrol alanında önde gelen şirketlerinin petrol arama konusunda Türkiye'de gerçekleştirdiği anlaşma ve sondaj çalışmalarının göz önüne getirilmesiyle gerekli değerlendirmeler yapılmıştır. Çalışmada elde edilen sonuç şudur: DP'nin 1950 yılında iktidara gelmesi ve 6224 sayılı Yabancı Sermayeyi Teşvik Kanunu ile 6326 sayılı Petrol Kanunu'nu yürürlüğe koyması neticesinde Türkiye Cumhuriyeti'nin petrol kaynakları yabancı ve özel teşebbüs yatırımları ile verimli bir şekildi geliştirilip değerlendirilmeye çalışılmıştır. Türkiye Petrolleri Anonim Ortaklığının (TPAO) kurulması ile de ülkede yerli sermaye devreye sokulmuştur. Böylece yabancı ve yerli sermaye ile onlarca kuyuda yapılan petrol arama çalışmalarında Raman ve Garzan bölgelerinde TPAO'nun açtığı kuyularda önemli ham petrol kaynaklarına rastlanmıştır
Abstract
This study deals with the petroleum exploration works conducted by the governments in Turkey from 14 May 1950 to 27 May 1960, during which DP government was in power, the policies they adopted, and the influences of these policies on the economy. The subject was handled under three titled: petroleum exploration activities conducted in various regions of Turkey during the Democrat Party (DP) period ; petroleum exploration works conducted in Raman Mountain and Garzan Region during the DP period; and petroleum policies enacted during the DP period. The analysis of petroleum policies and petroleum exploration works as well as their contribution to the economy is based on numerical data. With this study, the gaps in the literature regarding the subject of the study are filled based on the use of primary sources. To make the relevant evaluations, the condition of Turkey and the agreements and drill works conducted in Turkey by the World’s leading petroleum companies in the above-mentioned period are taken into account. The findings of the study indicate that the petroleum sources of the Republic of Turkey started to be developed and used via the investments of foreign and private enterprises following the enactment of the Foreign Investment Incentives Law no 6224 and Turkish Petroleum Law no 6326 upon DP coming to the power. Domestic capital was also activated in the country following the establishment of Turkish Petroleum (TP). Hence, important crude oil sources were explored via oil wells opened by TP in Raman and Garzan regions in addition to tens of other wells opened by both foreign and domestic capital
