OSMANLI BORÇLARININ ÇÖZÜM SÜRECİ ÜZERİNE İKTİSADİ POLİTİK BİR DEĞERLENDİRME (1928-1933)

Özet
Türkiye 1930 yılına yaklaşırken, milli mücadeleyi kazanmış, Lozan'dan başarıyla çıkmış, gümrük esaretinden kurtulmuş, köklü reformlarına devam eden genç bir Cumhuriyet ülkesi olarak bütün dünyanın dikkatini çekmekteydi. Lozan Andlaşması ile eski Osmanlı Devletleri arasında paylaştırılan Osmanlı borçlarının büyük bir bölümü Türkiye'ye kalmıştı. Bu borçlarla ilgili 1928 yılında, Milletler Cemiyeti aracılığıyla başlayan görüşmeler sonucu bir anlaşma sağlandı. Dünyayı derinden sarsan büyük ekonomik kriz nedeniyle birçok ülke borçlarını ödeyememekteydi. Buna rağmen Türkiye ile Osmanlı Düyun-u Umumiye temsilcileri arasında geçen görüşmelerde, ısrarla Türkiye'nin borçlarını tam ve zamanında ödemesi istendi. Osmanlı Düyun-u Umumiyesi Türkiye'den imtiyaz edinme hayaline kapılmıştı. Times Gazetesi'nde Türkiye'de tekrar Duyun-u Umumiye İdaresi kurulacağına dair haberlerin çıkması, Cumhuriyet hükümeti tarafından tepkiyle karşılandı. Türk hükümeti moratoryumun söz konusu olmadığını, Türkiye'nin borçlarını ödeyebilecek güçte olduğunu açıkladı. İmtiyaz hayali boşa çıkmıştı. Osmanlı borçlarının çözüm sürecinde Batı Türkiye'ye, askeri harcamalar, demiryolu harcamaları ve Merkez Bankası'nın kurulması hakkında eleştiriler yöneltmekteydi. Türkiye bu harcamaları planladığı gibi sürdürdü. Merkez Bankası'nı kurarak mali istikrarını sağladı. Dış basın Türkiye'nin durumu ile yakından ilgilenmekteydi. Osmanlı borçları bu koşullarda, 1933 yılında, ödünsüz bir şekilde çözümlendi. Bu çalışma 1928-1933 yılları arasını kapsadı. Çalışmada temel olarak Başbakanlık Cumhuriyet Arşiv belgeleri ve gazeteler kullanıldı.
Abstract
Whilst approaching to 1930s, Turkey as a young Republic which had won the national struggle, emerged victorious from Lausenne and got rid of the customs captivity as continuing radical reforms was attracting the entire world. A large of amount of the Ottoman Empire's debts which had been shared among the former Ottoman countries was left to Turkey because of the Treaty of Lausanne. Related to these debts, as a result of the negotiations via the Leauge of Nations that started in 1928, an agreement was reached. Due to the great economic crisis which shocked the world, many countries were not capable of paying their debts. In the mean time, through the negotiations between the Republic of Turkey and the Directorate of General Debts (the Ottoman Debt Council), it was persistently asked from Turkey to pay its debts on time and exactly. The council had the dream of obtaining concessions from Turkey. The emergence of the news on Times newspaper which stated the possibility of the foundation of Directorate of General Debts (Düyun-u Umumiye İdaresi) once again had met with the rigid reactions of Turkey's Government. The Turkish Government stated that a moratorium wouldn't be in the case that the Government had been capable of paying its debts. The dream of concessions had come to naught. Throughout the resolution process of the Ottoman debts, the Western countries were directing the critics towards Turkey about the military expenditures, railway expenditures and the foundation of the Central Bank. Turkey went on these expenditures at she planned before. She provided her financial consistency by founding the Central Bank. The foreign press organs were paying attention to Turkey's current status. Under these conditions, the problem of Ottoman debts were resolved in 1933 without giving any concessions. This study is comprised of the years between 1928 and 1933. In this study the documents of the General Directorate of State Archives in Ankara and the newspapers were mainly used.
