Kentsel Korumanın Olabilirliği

Özet

Tarihi koruma, gelecek kuşaklara yönelik olarak tarihsel varlıkların saptanması, değerlendirilmesi, korunması, bakımı, restorasyonu ve yeniden kurulmasıdır. Makalede şimdiye kadar plancıların karşılaştığı sorunlar ve bu konuda yapılan araştırmalar üzerinde durulmuştur. Özellikle tarihi ve kültürel alanların korunması kentin kimliği bakımından önemlidir. Uzmanların ve farklı sosyo ekonomik grupların da katılımıyla sağlıklı bir analizle sorunların çözümüne yönelik tasarım kriterleri oluşturmak ülkemizde görece yeni bir olgudur. Bu problemin çözümü acil görünmeyebilir ama bu anlayışın çevre kalitesini yükselteceği açıktır. Mekan-kullanım-kullanıcı ilişkisinin geliştirilmesi projenin başlangıç ve sonrasında sahiplenilmesi, desteklenmesini sağlamak bakımından çok önemlidir. Türkiye’nin alt yapısı ve konumu, buna uygundur.

Abstract

Urban conservation denotes the identification, evaluation, conservation, maintenance, restoration and reconstruction of historical assets in order to preserve them for future generations. This article deals with researches conducted in the field of urban conservation and with the problems that are faced by planers. Especially the conservation of historical and cultural areas is very important for the identity of a city. It is a relatively recent phenomenon in Turkey to analyze these areas through establishing project criteria for solving the problems with the participation of experts and different socio-economic groups. Urban conservation might be regarded as inconsequential; however it raises the environmental quality. Development of space-users-use relations is significant to gain the support of people for the project –both in the initial and in the final stage of the project. The infrastructure and general conditions of Turkey are propitious in this regard.
