Özet
Çalışmanın amacı, tek endüstrili kentlerin, kentlerde bulunan baskın endüstrikuruluşunun özelleştirilmesinden nasıl etkilendiğini ortaya koymaktır. Türkiye’de erkencumhuriyet döneminde ülkesel kalkınmayı sağlarken yerel ve bölgesel kalkınmayı dadestekleyecek şekilde kurgulanan endüstri yatırımları, doğrudan devlet eliyle veyaortaklığı ile kurulan Kamu İktisadi Teşebbüsleri olarak ortaya çıkmıştır. Bu endüstriyatırımları, bulundukları bölgede devletin kamusal kaynak aktarımı aracı olmuş,böylelikle hem sanayi ile ülke ekonomisini kalkındırırken, hem de bölgenin sosyal veekonomik kalkınmasında devletin temsilcisi olarak ara kurum işlevi görmüştür.Karadeniz Ereğli’de 1960’lı yıllarda kurulan Ereğli Demir ve Çelik Fabrikaları(Erdemir) de bunun bir örneğidir. Erdemir’den önce 10.000 nüfuslu bir sahil kasabasıolan Ereğli, Erdemir ile birlikte ciddi bir sosyal ve ekonomik dönüşüm içerisine girmiş,günümüzde 180.000 nüfuslu bir sanayi kenti haline gelmiştir. Şüphesiz ki bu dönüşüm,kentteki tek baskın aktör olan Erdemir ekseninde gerçekleşmiş, kentin kolektif belleği,ekonomik ve demografik yapısı, sosyal ve siyasal yapısı ile yer duygusu/aidiyeti hızlı biryeniden üretim içerisine girmiştir. 2005’e kadar devam eden bu süreç, Erdemir’inözelleştirilmesiyle ciddi bir şekilde yön değiştirmiş, kentin Erdemir eksenindekikazanımları bir bir yok olmaya başlamıştır.
Abstract
This study aims to expose how single-industry cities could be affected by the privatization of the predominant industrial institution in these cities. The industrial investments during the early Republican period in Turkey, which were desired to support regional and national development, were done through direct public investments or State Economic Enterprises. These investments have been the main tools of the governments for public resource transfer in the region. Moreover, these investments have developed the national economy through the industry, and they have also worked as intermediate institutions for the social and economic development of the region as the representative of the state. Eregli Iron and Steel Company (Erdemir), which was founded in the 1960s, is one of the examples of this situation. Eregli which was a coastal town with 10,000 population before Erdemir has seriously been transformed in terms of its economy and sociology; thus, today it turned into an industrial city with 180,000 population. Needless to say, this transformation has been done by the predominant actor of the city, Erdemir. Furthermore, the collective memory, economic, demographic, social, and political structures, and sense of place were gotten into a rapid reproduction. The process that continued until 2005 changed after the privatization of Erdemir, and all of the gain and achievement produced by Erdemir have begun to be lost.
