Sokak Sağlıklaştırmada Yapım Yönetimi Sürecinin Değerlendirilmesi

Özet

Sokak sağlıklaştırma, mülkiyeti kişi, özel veya kamu kurumlarına ait farklı nitelikve özellikteki tüm taşınmaz kültür varlıkların yer aldığı, birçok kurum ve uzmanın eşgüdümlü çalışmasını gerektiren, farklı yasa ve yönetmeliklerin kapsamına giren,bütüncül bir bakış açısıyla projelendirilmesi ve uygulanması gerektiren bir süreçtir.Sürecin sağlıklı bir şekilde yürütülebilmesi, uyulması gereken mevzuatın ve bumevzuata istinaden görev alan sorumluların görev ve yetki alanlarının tespit edilmesinigerektirmektedir. Bu bağlamda, çalışmada, sokak sağlıklaştırma sürecinde uyulmasıgereken mevzuat ve görev alan sorumluların görev ve yetki alanlarının belirlenmesi,‘koruma’, ‘mülkiyet’ ve ‘teknik altyapı’ başlıkları altında incelenmektedir. İncelemesonucunda, sokak sağlıklaştırmanın idari sürecine dair genel akış şemasıoluşturulmakta, süreci kesintiye uğratma potansiyeli olan durumlar tespit edilmekte vetespit edilen sorunların çözümüne yönelik öneriler sunulmaktadır. Yapılan çalışma,sokak sağlıklaştırmada yapım ve yönetim sürecinde karşılaşılacak sorunlarınçözümüne yönelik kılavuz niteliğindedir.

Abstract

Street rehabilitation is a process that involves all immovable cultural assets of different qualities and characteristics belonging to individuals, private or public institutions, requires the coordination of many institutions and experts, is covered by different laws and regulations, and requires the preparation and implementation of projects with a holistic perspective. The proper execution of the process requires the determination of the legislation to be complied with and the duties and powers of those responsible pursuant to these legislation. In this context, in this study, the legislations to be followed in the street rehabilitation process and the determination of the duties and jurisdictions of those responsible are examined under the headings of "protection", "property" and "technical infrastructure". As a result of the examination, the general flow chart regarding the administrative process of street rehabilitation is created, situations that have the potential to interrupt the process are identified and suggestions are made for the solution of the identified problems. The study is a guide for solving the problems to be encountered during the construction and management process in street rehabilitation.
