Türkiye’de Emekli Bireylerin İşgücü Piyasasına Katılımını Belirleyen Faktörler: Mikro Ekonomik Bir Analiz

Özet
Emeklilik, bireylerin yaşa bağlı olarak çalışma güçlerini kaybetmeleri ve yaşamlarını çalışmadan devam ettirebildikleri bir dönemi ifade etmektedir. Ancak ekonomik, psikolojik ve sosyolojik vb. birçok nedene bağlı olarak, emekli veya emekli olması gereken birey, işgücü piyasasından ya çık(a)mamakta ya da piyasaya geri dönebilmektedir. Bu noktada çalışmanın sorusu, emeklilik ile işgücü piyasasına katılım kararı arasında bir ilişkinin olup olmadığıdır. Amaç ise Türkiye’de emekli bireylerin işgücü piyasasına katılma kararını belirleyen etmenleri tespit etmektir. Çalışma, emeklilik sistemleri ve işgücü piyasası arasındaki ilişkiyi; yazın taraması ile açıklayan kuramsal bölüm ve TÜİK Gelir ve Yaşam Koşulları Araştırması Mikro Veri Seti (GYKMVS) üzerinden yapılan lojistik regresyon analizi bulgularını içeren uygulama bölümünden oluşmaktadır. Araştırma sonuçlarına göre; emeklilikten sonra erkeklerin işgücü piyasasına dönme olasılıkları kadınlara göre çok daha yüksektir. Yüksek eğitimli ve üst gelir diliminde yer alan emekli bireylerin işgücü piyasasına dönme olasılıkları daha yüksek iken, yüksek emekli aylığı alanların daha düşüktür. Diğer taraftan kredi/borç yükünün olması emeklikten sonra işgücüne dönme olasılığını arttırmaktadır.
Abstract
Retirement expresses the period in life when individuals lose their strength due to ageing and are able to sustain their lives without working. However, due to many economic, psychological and sociological reasons, individuals that are retired or ought to be retired either cannot step out of the labour market or turn back to the labour market. To that end, the problem of this study is whether there exists a relationship between retirement and the decision to return to the labour market. The purpose, on the other hand is to establish the factors which determine the decision of retired people’s integration into the labour market within Turkey. The study consists of a theoretical section that explores the relationship between retirement systems and the labour market via expanded literature review and an application section which examines the Income and Living Conditions Survey Micro Data Set of Turkstat with the logistic regression analysis findings. According to data provided by Turkstat, the possibility of men returning to the labour market after retirement is much higher compared to women. Retired indivudials who are highly educated and high-income are more likely to return to the labor market, while those who receive high pensions are lower. On the other hand, having loan/debt burden increases the probability of returning to the labour force after retirement.
