Özet

Yerel yönetim, il, ilçe, kasaba ya da köy halkının yerel ortak ge-reksinimlerini karşılayan ve genel karar organları halk tarafından seçilenkamu tüzel kişisidir. Yerel yönetim olgusunun tarih sahnesine çıkışı,devlet aygıtının tarih sahnesinde yer aldığı döneme denk gelir. Devletyapısı var olduğu sürece yerel yönetim anlayışı da var olmuştur. Günü-müzde yerel yönetim, tarihsel altyapısı olan, yasal zeminde düzenlenenve ülkeden ülkeye farklı uygulamaları olan bir yönetim anlayışı halinegelmiştir. Yerel yönetim sisteminin en önemli ve çağdaş örnekleri olarakKıta Avrupa’sında yer alan birkaç ülke tarif edilebilir.

Abstract

Local government, provincial, district, town or village people's lo- cal community needs meets and general decision bodies are elected by the public is a public legal entity. The emergence of the local administ- ration phenomenon to the date scene corresponds to the period in which the state apparatus takes place on the date scene. As long as the state structure exists, there is a sense of local administration. Today, local government has become a management concept with its historical inf- rastructure, which is organized on the legal basis and has different prac- tices from country to country. As the most important and contemporary examples of local government system, several countries in Europe can be described.
