OLAĞANÜSTÜ BİR VERGİNİN TARİHSEL DÖNÜŞÜMÜ: GELİR VERGİSİ ÜZERİNE BİR İNCELEME

Özet
Modern vergi sistemlerinin vazgeçilmez bir parçası olan gelir vergisi, tarihsel süreç içerisinde büyük bir değişim geçirmiştir. Literatürde gelir vergisinin doğuşu 1700 ve 1800’lü yıllara atfedilse de bu vergi Antik Çağ’dan itibaren uygulanan ve bu açıdan tarihi kökleri kamu maliyesinin doğuşu kadar eskiye uzanan bir vergi türüdür. Bununla birlikte modern anlamda gelir vergisi, özellikle İngiltere, Amerika Birleşik Devletleri ve Almanya öncülüğünde yüzyıllar boyunca geliştirilmiş ve bugünkü yaygın kullanım biçimine kavuşmuştur. Öte yandan bu ülkelerde uygulanan gelir vergisi, her ülkenin kendi vergi sistemine göre farklı uygulamalar dahilinde kullanılsa da bu verginin doğuşu açısından tek ve ortak bir kaynaktan söz etmek gerekir. Bu bağlamda modern gelir vergisi, “olağanüstü”, “geçici” ve “genellikle halkın tepkisi ile karşılaşan” bir vergi olarak doğmuştur. Bu çalışmada, bir “savaş vergisi/olağanüstü vergi” olarak ortaya çıkan; ancak daha sonra ülkelerin vergi sistemleri içerisinde temel vergi türlerinden biri haline gelen gelir vergisinin doğuşu ve gelişimi araştırılmıştır. Buna ilaveten Türkiye ve diğer ülkeler açısından bu verginin mevcut durumu hakkında bazı değerlendirmeler yapılmıştır.
Abstract
Income tax, which is an indispensable part of modern tax system, has undergone a great change in the historical process. Although the birth of the income tax in the literature is attributed to the 1700s and 1800s, this tax is a type of tax that has been applied since the Ancient Age and in this respect, its historical roots date back to the birth of public finance. In addition to this, in the modern sense, the income tax has been developed over the centuries, especially under the leadership of England, the United States and Germany, and has gained its current widespread use. On the other hand, although the income tax applied in these countries is used within different applications according to the tax system of each country, it is necessary to talk about a single and common source in terms of the emergence of this tax. In this context, the modern income tax has emerged as an “extraordinary”, “temporary” and “the one often facing with public reaction”. In this paper, emerging as a “war tax / extraordinary tax”; however, the emergence and development of income tax, which later became one of the basic tax types in the tax systems of countries, has been researched. In addition, some evaluations have been made about the current status of this tax for Turkey and other countries.
