Özet
Bu çalışmada Osmanlı dönemi Selanik vilayeti polis teşkilatının personel yapılanması incelenmektedir. Personelin sayısal yeterlilik durumu, sahip olduğu nitelikler ile vilayetin merkez ve taşrasındaki dağılımı, idarenin personel yönetim süreçleri, ortaya çıkarılması hedeflenen konulardandır. Çalışma XIX. yüzyıl ikinci yarısıyla XX. yüzyıl başlarını kapsamakta olup ikinci el kaynaklar ile Cumhurbaşkanlığı Osmanlı Arşivi belgelerinden faydalanılmıştır. Çalışmanın sonunda; polis teşkilatının XIX. yüzyılın ikinci yarısında ikinci kez hayat bulması ve ülke çapında kurumsallaşmaya başlamasıyla, personel niteliklerinin geliştirilmesinin gündeme geldiği, hizmet içi eğitim faaliyetleriyle başlayan sürecin, ilki Selanik’te olmak üzere polis okullarının açılmasıyla devam ettiği anlaşılmıştır. Polis okulları müfredatı incelendiğinde, teşkilat mensuplarının görevin gerektirdiği her türlü bilgi, beceri düzeyine sahip olmalarını sağlayacak zenginlikte olduğu tespiti yapılmıştır. Personel nitelikleri konusundaki başarılı çalışmalara rağmen personelin sayısal yeterliliği konusunda gerekli iyileştirmelerin bir türlü gerçekleştirilemediği, personel mevcudunun görevin gerektirdiği sayının oldukça altında kaldığı belirlenmiştir.
Abstract
In this study, the personnel structure of the police organization of the Thessaloniki province during the Ottoman period is examined. The study aims to investigate several issues such as the quantitative sufficiency status of the personnel, their qualifications, their distribution within the central and ruralareas of the province, and the personnel management processes of the administration. Study involves the second half of the XIXth century and the early XXth century. Second-hand sources as well as documents of the Presidential Ottoman Archives were utilized. As a result of the study, it is concluded that with the revitalization of the police organization for the second time in the second half of the XIXth century and with the starting of organization throughout the country, the development of personnel qualifications came into the agenda and the process, which started with in-service training activities, continued with the opening of police schools, the first in Thessaloniki. When the curriculum of police schools was examined, it was determined that its content was rich enough to provide the members of the organization with all required knowledge/skills. It is also determined that despite the successful efforts on the qualifications of the personnel, the necessary improvements regarding the quantitative sufficiency of the personnel could just not be realized and that the number of personnel stayed well below the number required by the mission.
