Özet

İşletmelerin "Bilişim Sistemi-BS" geliştirmek ya da mevcut sistemlerini yenilemek için yaptıkları yatırım oldukça yüksek maliyetlidir. Bugün gelinen noktada bilişim olmadan rekabet etmenin olanağı kalmadığına göre, bu yatırımı hem işletmeye yarar sağlayacak, hem de ülke ekonomisi açısından kaynak israfı yaratmayacak şekilde çok iyi değerlendirmek gerekir. BS geliştirme çalışmalarında işletme yapısına uygun bilimsel yaklaşımlar kullanılmadığı takdirde ciddi soranlar baş göstermektedir. Oluşan sorunlar ve bu sorunlara yol açan nedenlerin bilinmesinin BS geliştirme projelerinin başarısına katkı sağlayacağı açıktır. Bundan dolayı bu çalışmada BS geliştirme sorunları ve nedenleri ayrıntılarıyla incelenmiştir. Makalenin amacı, bilişim sistemi kurma ya da yenileme projesi geliştirecek olan işletmelerin yöneticileri ve proje geliştirmekle görevlendirilen çalışanlarına yardımcı olacak bilgi ve öneriler sunmaktır.

Abstract

The cost of investments made by organizations to develop or to improve their current "Information Systems-IS" is very high. Since it is impossible to compete without information today, it is absolutely necessary to ensure that these investments will both bring advantages to the organizations and at the same time, will not cause the resources of the country's economy to be wasted. Many problems will occur if scientific approaches that are not suitable for the structure of the organization are used in the IS development process. It is obvious that being aware of the problems that may occur and knowing the reasons for these problems will contribute to the success of IS development projects. Therefore, the problems of IS development and the reasons thereof have been examined in detail in this research. The objective of this article is to assist and provide recommendations to the managers of the organizations for their information system development or improvement projects and also to the technical personnel that are in charge of the project development.
